<br />Notes:
<br />(1) The unit costs for the synthetic final cover materials and installation, drainage control system features and erosion control are
<br />based on a recent bid (May 2008) prepared by Boston Pacific, Inc for remediation and closure work at the Jamestown Landfill located
<br />in the same general region (See Attachment No. 1).
<br />(2) Unit costs includes excavation, preparation and compaction of the foundation and vegetative layers. Earthwork pricing is based
<br />on a recent bid provided by Guinn Construction to Allied for their last lined cell to be constructed in 2008 (See Attachment No. 1). Cost
<br />also assumed that all materials necessary for the foundation, low -permeable and vegetative layers will be obtained from an on-site
<br />borrow source. Cost also assumes 50% of total final area as slope and a slope factor of 3:1 horizontal to vertical.
<br />(3) Cost assumes that only one foot of random soil would need to be placed for the foundation layer because one -foot of soil would
<br />Alft already be in place. Cost also assumes scarification and recompaction of the lower in-place foot of soil as part of the preliminary
<br />grading cost item.
<br />(4) Final cover construction quality assurance (CQA) is generally based on the actual number of construction days to complete the
<br />cap. Based on the closure implementation schedule, approximately 130 construction days will be needed to install the final cover over
<br />the 187.6 -acre closure area. The per day CQA utilized for this estimate was provided by one of Allied's professional CQA consultants
<br />(Geologic Associates). The per day cost for a CQA professional, equipment, and vehicle is $1,500. Laboratory sampling and testing
<br />is based on quantities of final cover soil and synthetic in accordance with the sampling/testing frequency outlined in the CQA Plan in
<br />the 2002 PCPCMP and current regulations under 27CCR and the cost per test provided by GeoLogic Associates for earthwork and
<br />Precision Labs for synthetics. Geosynthetic testing frequencies are established by the Geosynthetic Research Institute and are
<br />completed at rate of 1 test every 100,000 sq ft. Laboratory costs are estimated to be $218,433. In addition, the final CQA report
<br />certifying proper installation of the cap is another $20,000.
<br />(5) All on-site structures associated with the landfill will be removed. An administration/maintenance office trailer, as well as an
<br />equipment maintenance area, will be utilized during the post -closure maintenance period.
<br />(6) No cost is included in this category because the system is/will be in-place at closure. Currently, there are no plans to expand
<br />the monitoring system.
<br />(7) Cost is for engineering design and preparation of construction documentation (plans and specifications) for bid purposes.
<br />(8) Cost is for monitoring contractors work, coordinating CQA activities, meetings, liaison between design engineers and
<br />contractors, etc.
