Maintenance is defined as work performed on a gas collection system and/or control device in order to ensure <br />continued compliance with District rules, regulations, and/or Permits to Operate, and to prevent its failure or <br />malfunction. The gas collection system shall be operated such that the concentration of total organic compounds (as CH4) shall not <br />exceed 1,000 ppmv at any point along the gas transfer path of the gas collection system. The entire gas collection system shall be inspected for leaks with a portable analyzer in accordance with EPA Method <br />21 at least quarterly. A leak is defined as a measurement in excess of 1,000 ppm (measured as methane) above <br />background when measured at a distance of one (1) centimeter from the potential source. Leaks shall be repaired <br />within 15 calendar days after it is detected.
