WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2003-0049 -12- <br /> FORWARD INC. AND ALLIED WASTE INDUSTRIES <br /> FOR OPERATION OF <br /> FORWARD CLASS 11 LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 58. The surface impoundment will have a geonet LCRS blanket across the entire area of the <br /> pond. The LCRS sump will be constructed of a gravel collection area and will have the <br /> capacity to store a minimum of twice the maximum anticipated daily volume of leachate. <br /> Liquids removed from the LCRS will be returned to the surface impoundment. The sump <br /> includes with a high level alarm, if liquids trigger the level alarm the sump will be pumped <br /> out. <br /> 59. The Discharger proposes a pan lysimeter under the LCRS sump as an unsaturated zone <br /> monitoring system per the requirements of Title 27 Section 20415(d). The pan lysimeters <br /> will include a sump area that is accessed with a pipe. Any liquids that are detected in the <br /> VZMS sump will be removed and returned to the surface impoundment. The sump will <br /> include a high-level alarm, if liquids trigger the level alarm the sump will be pumped out. <br /> 60. The existing landfill gas extraction system at Austin Road landfill consists of 30 vertical gas <br /> extraction wells, a horizontal gas collection trench, a gas collection pipe system with <br /> condensate collection,and a gas-to energy electrical power plant. The existing system did <br /> not capture all landfill gas generated by the landfill and the system is currently undergoing <br /> expansion. The expansion consists of 74 vertical gas extraction wells, a gas collection <br /> system with condensate collection, and a flare station to incinerate the gas. <br /> 61. Old Forward landfill has a landfill gas extraction to capture gas from Waste Management <br /> Unit B. The system consists of 18 vertical gas extraction wells and a gas collection pipe <br /> system with condensate collection. Gas from Forward is piped to the Austin Road flare <br /> station. <br /> 62. The landfill gas extraction system will expand as needed. The discharger will monitor soil <br /> gas for VOCs and when they are detected the extraction system will expand to cover those <br /> areas. <br /> 63. Landfill gas condensate will be collected and pumped to a holding tank near the flare station. <br /> Landfill gas condensate is tested at least annually. If testing indicates the condensate should <br /> be classified as hazardous waste, then the Discharger will contract with a licensed hazardous <br /> waste hauler to dispose of the condensate. Otherwise condensate will be treated, or disposed <br /> of at an appropriate facility. <br /> CEQA AND OTHER CONSIDERATIONS <br /> 64. The San Joaquin County Community Development Department certified the final negative <br /> declaration for the facility on 6 February 2003. The Regional Board considered the negative <br /> declaration and incorporated mitigation measures from the negative declaration into these <br />
