The landfill gas well head stations will be <br />extended up through the final cover through synthetic boots and then reconnected. <br />Closure Stages <br />Staged closure of the FL will be conducted throughout the development of the <br />landfill. Stage 1A was closed in 2006. The Stage IB area will be closed based on a <br />number of factors, such as refuse inflow rates, site conditions, etc. Subsequent <br />staged closure dates are subject to future refuse inflow rates. Subsequent Partial <br />Final Closure Plans will be submitted two years prior to reaching final fill elevations <br />for each stage based on the refuse inflow rates for the preceding closure stage. In <br />addition, Construction Quality Assurance (CQA), including closure certification, will <br />be completed for each closure stage to verify proper final closure construction. <br />Stage IA <br />The Stage IA area consisted of 30.2 acres. This area includes the lower final fill <br />slopes on the northern and southern portions of the landfill from the edge of the <br />base liner system up to an elevation of 150 feet above mean sea level (AMSL). A <br />partial final closure plan reflecting the closure of the Stage IA area was submitted <br />and approved by the regulatory agencies in 2005. Stage IA was closed in 2006 in <br />response to actions requested by the Regional Water Quality Control Board, Central <br />Valley Region. The closure volume estimates were based on waste fill up to an <br />elevation 150 feet AMSL down to the master plan base grades. As part of this <br />project, the area was cleared and grubbed, as necessary, and the closure <br />improvements constructed (e.g., final cover, permanent drainage, landfill gas <br />system modification, etc.). <br />Stage IB <br />Stage IB is a 60.0 -acre area as shown on Figure 1. This area includes the upper <br />final fill slopes on the northern and southern portions of the landfill from the edge <br />of the base liner system up to an elevation of 150 feet AMSL. The closure volume <br />estimates are based on waste fill up to an elevation 150 feet AMSL down to the <br />master plan base grades. As part of this project, the area will be cleared and <br />grubbed, as necessary, and the closure improvements constructed (e.g., final <br />cover, permanent drainage, landfill gas system modification, etc.). It is anticipated <br />that Stage IB area will be closed based on refuse inflow rates experienced over <br />time, site conditions, and capital expenditure timing. <br />The entire Stage 1A and 113 area (shown as Stage 1) is shown on Figure 1. <br />Stage II <br />Stage II is a 5.6 -acre area as shown on Figure 2. This area includes the final fill <br />slopes along the southern slopes of the northern portion of the landfill up to an <br />elevation of 150 feet AMSL.
