various components of the cover conform to the grade and/or thickness <br />requirements of the construction drawings and specifications. <br />CQA for Final Cover Placement <br />The construction specifications include a CQA Plan for final cover placement. <br />A geotechnical CQA crew, working under the direction of a Geotechnical <br />Engineer, will be on-site full-time during the placement of the final cover to <br />monitor compliance with project requirements. The CQA personnel will have <br />day-to-day responsibility to observe cover placement work and to test and <br />evaluate whether the cover is constructed according to specifications. <br />1.5 Estimate of Closure Date <br />The landfill will be closed incrementally as each stage reaches final grades (see <br />Section 1.2). As discussed in Section 1.2, the first staged closure project was split <br />into two separate construction stages (i.e., Stage IA and Stage IB) with Stage IA closed <br />in 2006. It should be noted that the base liner construction "Phases" do not <br />correspond to the Closure Stages. In addition, the actual closure dates for each stage <br />will depend primarily on the amount of refuse received overtime, although operational <br />factors and/or design considerations may also increase or decrease available air <br />space which can also affect an individual staged closure date. Therefore, subsequent <br />staged closure dates were not prepared for Stages II through VIII. Two years prior to <br />reaching final fill elevation for each stage, a partial final closure plan will be prepared <br />and submitted for review and approval from those regulatory agencies having <br />jurisdiction over the FL. The overall site closure date is 2017. Stage VIII for the FL <br />closure will be implemented at that time. <br />1.6 Site Security <br />The FL is secured with perimeter fencing and locking gates. The FL is not open to <br />the public so access to the staged closure areas will be limited to site personnel. <br />The only foot, vehicle and/or equipment that will be allowed within the staged <br />(partial) closure areas will be for post -closure monitoring and maintenance. <br />1.7 Post Closure End Use <br />The post closure end use for the FL, which includes all staged closure areas, is non- <br />irrigated open space. As the staged closure areas are completed, native vegetation <br />will be planted which will provide erosion control. <br />1.8 Closure Cost Estimate <br />In order to establish the basis for the proper level of funding for a landfill to be <br />closed in increments over its active life, a closure sequence or staging plan must be <br />prepared.
