in the creek are well down now and the incident was caused by a
combined high rainfall event and increased releases from the upstream
reservoir.
■ Upstream flood control dams released flows several times in anticipation
of storm cells moving through Central California. These storm
precipitations and upstream flows affected the Forward Landfill.
On March 2, 2005, the RWQCB issued a NOV to the Forward Landfill Inc.
This NOV requires Forward Landfill Inc. to do the following:
■ Forward Landfill Inc. should immediately submit a plan, no later than
March 10, 2005 and undertake actions to collect and control the current
release. Work to comply with this request was completed.
■ Forward Landfill Inc. should submit a plan to prevent infiltration and
protect the foot of the landfill from overflow at Little Johns Creek by May
15, 2005.
In response to the NOV letter, Forward Landfill Inc. engineering staff met with
the RWQCB on April 22, 2005, to review the conditions noted in the NOV and
discuss the activities already completed as well as partial closure activities.
The RWQCB generally agreed that the proposed activities would meet the
requirements of the NOV.
In order to mitigate the seep area only a portion of the Stage I area requires
closure at this time. Therefore Stage I has been divided into two areas Stage
IA and Stage IB (see Figure 1). In response to the NOV, Stage IA will be
closed as presented in this PFCPCMP. Stage IB will be closed as originally
planned in the 2003 Plan in 2006.
In addition, Forward Landfill Inc. has also proposed utilization of an
alternative final cover design using an evapotranspiration type cap consisting
of selected on-site materials. In concept, the RWQCB agreed to consider
this type of alternative final cover design. Forward Landfill Inc. and their
consultant made a presentation to the RWQCB on May 20, 2005 to provide
0 information on the proposed alternative final cover. Also in response to the
Forward Landfill PFCPCMP 1-2
Z:\PROJECTS\Allied Waste\Forward\Reference Files Prior JTD\June 05 Stage IA Partial FCPCMP\FL-secl .doc:
