NOV Forward Landfill Inc. submitted a Work Plan for the leachate seeps <br />observed along the north slope of the Austin Road Unit. The Work Plan was <br />submitted to the RWQCB on May 15, 2005. The activities that Forward <br />Landfill Inc. proposed to implement in the Work Plan have been incorporated <br />into this standalone Stage IA Partial Final Closure and Post -closure <br />Maintenance Plan. <br />This PFCPCMP is prepared for submittal to the California Integrated Waste <br />Management Board (CIWMB), the County of San Joaquin Environmental <br />Health Department (Local Enforcement Agency [LEA]), and the Regional <br />Water Quality Control Board (RWQCB) on behalf of Forward Landfill Inc., the <br />owner/operator of the landfill, by Bryan A. Stirrat & Associates (BAS) and <br />Geologic Associates (GLA). <br />Closure of Stage IA of the total eight stages of closure (see Figure 1) of the <br />Forward Landfill will be performed in accordance with the applicable <br />regulatory standards included in California Code of Regulations, Title 27 (27 <br />CCR), Chapters 3 and 4 and 40 Code of Federal Regulations (CFR), Subpart <br />F. <br />The improvements and systems required for closure of Stage IA of the <br />Forward Landfill include the final grading, final cover system, drainage and <br />erosion control systems, landfill gas monitoring/control system, leachate <br />control system, and modification of environmental control systems (during <br />final cover placement). A description of these closure improvements as well <br />as a schedule for closure construction of the Forward Landfill is presented in <br />the following sections. <br />The sections titled Introduction (Section 1.0) and Existing Environmental <br />Control and Monitoring Systems (Section 2.0) of this document present <br />information which is common to both the Closure Plan (Section 3.0) and <br />Post -Closure Maintenance Plan (Section 4.0). The Post -Closure Emergency <br />Response Plan and Closure/Post-Closure Maintenance Cost Estimates are <br />presented in Sections 5.0 and 6.0, respectively.
