Consolidated Forward Inc. Landfill <br />Page 14 <br />Landfill gas monitoring shall include volatile organic compounds in order to <br />determine the amount of contaminant recovery, and control potential exposure to on <br />site personnel. <br />36 (E.5) <br />Identified in This EIR: <br />The landfill operator shall submit an updated post -closure permit application for <br />WMU-A that presents plans to prohibit the expansion of the new landfill areas above <br />WMU-A. The applicant filed a renewal of its hazardous waste permit for WMU-A <br />on October 31, 2000 (Kleinfelder, 2000) that presents the controls and monitoring of <br />WMU-A. The applicant's JTD describes creating a wedge of landfill material north <br />of WMU-A that would keep a buffer area around the WMU-A boundaries clear of <br />new refuse and then start to build outward and upward. This plan must have the <br />approval of the CIWMB and RWQCB. <br />37 (E.6) <br />Proposed as Part of the Project: <br />The landfill operator will follow legally required daily or alternative cover practices. <br />The landfill will continue to ban intact tires (which collect water and serve as a <br />breeding ground for vectors) and large dead animals from disposal at the landfill. <br />Existing measures to discourage birds from the landfill will be continued. <br />Appropriate landfill personnel will periodically monitor the landfill for the presence <br />of vectors, and landfill inspections will be documented in the landfill operations <br />administrative file. <br />38 (E.7) <br />Identified in This EIR: <br />(a) All applicable regulatory guidance originating after the Forward Landfill 1993 <br />EIR and Austin Road Landfill 2000 EIR shall be implemented; all hazardous <br />materials shall be handled in accordance with local, State, and federal regulations. <br />(b) The site HMMP, SWPPP, Operations Manual, and Wet Weather Plan shall serve <br />to provide guidance in the use and handling of hazardous materials during the <br />operations of the facility. <br />39 (E.8) <br />Identified in This EIR: <br />Forward Landfill shall continue to test all known water supply wells within the area <br />of the mapped and projected groundwater plume. Groundwater monitoring test <br />shall be performed quarterly at all downgradient private wells at risk. Where <br />detectable VOCs have historically been reported, bottled water shall continue to be <br />supplied by the applicant (as is currently being done for two affected households) <br />until the well sample analytical results show no detectable VOCs for four <br />consecutive quarterly sampling events.
