Landfill <br />Page 28 <br />and, to the extent feasible, shall be oriented in a direction that is not visible from off- <br />site locations. <br />Identified in This EIR: <br />Implement the procedure proposed as part of the project under Mitigation Measure <br />37 (K.3), above: Dense screening vegetation shall be planted along the Austin Road <br />boundary of the site, with sufficient height and density at maturity to shield <br />residents and motorists along Austin Road from views of landfill operations, <br />including nighttime disposal operations. <br />For any future locations of the working face at which the screening vegetation in the <br />Mitigation Measure above would not shield residents and motorists along Austin <br />Road from night lighting, the project sponsor shall install temporary screens at the <br />working face to block night lighting from residences and motorists along Austin <br />Road. <br />85 Austin 1994 (B3.d), Austin 2000 (B3.d) <br />At any time in the development of the expanded landfill when additional lighting is proposed, <br />preliminary lighting designs should be sent to the Northern California Women's Facility for <br />review and comments. <br />86 (K.5) <br />Proposed as Part of the Project: <br />Refuse will be compacted and covered as soon as possible after deposition to reduce <br />amounts of blowing litter. <br />Daily inspection will be conducted to control litter on- and off-site, including the <br />North and South Branches of the South Fork of Little Johns Creek, approach roads, <br />entrance facilities, the transfer station/ resource recovery facility, portable litter <br />control fences, landfill perimeter fence, leachate impoundments, and storm water <br />facilities including ditches, berms, and detention/ sedimentation basins. The project <br />sponsor will collect and deposit on-site litter on a daily basis. Portable litter <br />collection fences will be installed as required to prohibit wind-blown litter from <br />accumulating along roadways or around buildings. In accordance with San Joaquin <br />County Ordinance No. 28870, adopted September 29,1981, tarps will be placed over <br />open loads to avoid littering during transport of waste (Title 5 Health and Sanitation, <br />Division 2. Solid Waste Collection and Disposal, Section 5-2502). <br />Whenever possible, the working face will be oriented to the downwind side of <br />prevailing winds to help reduce litter. <br />87 (K.6) (same as 13 (13.4, above) <br />Proposed as Part of the Project: <br />Implement the fugitive dust control procedures and mitigation measures identified <br />in Impact DA. <br />88 Austin 1994 (B5.c), Austin 2000 (B5.c) <br />
