Consolidated Forward Inc. Landfill <br />Page 27 <br />archaeologist or cultural resources consultant. The resources will not be disturbed <br />until this plan is completed. An excavation plan will consist of the methodical <br />excavation of those portions of the site(s) that would be adversely affected. The <br />work will be accomplished within the context of a detailed research design and in <br />accordance with current professional standards. The plan must result in the <br />extraction of sufficient volumes of non -redundant archaeological data so as to <br />address important regional research considerations, must be prepared and <br />performed by qualified professionals, must be consistent with the guidelines of the <br />Native American Heritage Commission, and must result in detailed technical <br />reports. <br />K. VISUAL QUALITY <br />83 (K.3) <br />Proposed as Part of the Project: <br />Native or drought -tolerant trees, shrubs, and grasses will be used in landscaping to <br />conform to the natural vegetation of the area. <br />Working faces of the landfill will be minimized to reduce their visibility. <br />To the extent feasible, the top and side slopes of the landfill will be seeded with a <br />mixture of native grasses and wildflowers that would visually blend with plants at <br />the project site. <br />Dense screening vegetation will be planted along the Austin Road boundary of the <br />site, with sufficient height and density at maturity to shield residents and motorists <br />along Austin Road from views of landfill operations, including nighttime disposal <br />operations. To the extent feasible, this landscaping will consist of native shrubs and <br />trees (such as valley oak). <br />A 6 -foot high chain link fence will be constructed at the perimeter of the property to <br />limit public access. <br />Upon closure, the top and side slopes of the landfill will be planted with native <br />grasses to the extent feasible. <br />84 (K.4) <br />Proposed as Part of the Project: <br />The use of highly reflective surface materials in constructing structures on the site <br />will be restricted. <br />Exterior building materials will be painted or otherwise treated with muted <br />earthtone colors. <br />Lighting for nighttime operations at the working face and other landfill facilities <br />shall consist of sodium lamps with sharp cutoff angles and downward shielding <br />
