based on the number of hours the equipment has been in service (250 hours, <br /> 500 hours, 750, 1000 hours, etc.). <br /> 6.4 MATERIAL HANDLING ACTIVITIES <br /> 6.4.1 CONSTRUCTION PHASING <br /> The base grading plan for the Forward Landfill (Drawing 3) shows the WMU <br /> excavations that will provide refuse fill capacity and soils to support landfill <br /> operations. The base of each future WMU excavation will be lined and an LCRS <br /> will be constructed over the liner before any waste is placed. The site phasing <br /> plan (Drawing 5) presents the order in which the WMUs will be developed and <br /> Drawing 4 shows the final landfill grades. For more details see Section 5.2.5. <br /> 6.4.2 UNLOADING <br /> Trained landfill personnel direct vehicles to the unloading area and maintain <br /> control over the area used for discharging wastes. Shipments of waste requiring <br /> special handling such as designated wastes, ash, Asbestos-Containing-Wastes <br /> (ACW), or sludge, are directed to their respective disposal areas. Since all <br /> shipments of waste are scheduled in advance, the site traffic is controlled and <br /> there is minimal stacking, if any. <br /> 6.4.3 SPREADING AND COMPACTION <br /> The landfill is constructed by the area fill method. The waste cells are <br /> approximately 150 feet wide, and refuse is placed in lifts of 10 to 20 feet. Wastes <br /> are tipped and spread in approximately 2-foot thick layers, and then compaction <br /> equipment traverses the waste several times on the active working face. <br /> To achieve adequate waste compaction, the active working face is sloped at <br /> approximately 3:1 (horizontal:vertical) or flatter. The working face is covered <br /> daily with at least 6 inches of cover soil or a permitted alternative daily cover <br /> material.
