6.4.4 DAILY COVER The top and inactive sides of the cells are covered with at least 6 inches of compacted clean soil in a continuous operation as they are completed. The active, working face is covered with a minimum of 6 inches of daily cover. The daily cover is obtained from onsite stockpiles (see Site Plan, Drawing 2) or excavations (see Base Grading Plan, Drawing 3), or recovered from on-site alternative daily cover operations (such as treated soil and low-contaminant-level untreated soil). The daily cover soil placement satisfies the regulatory cover requirements for the control of vectors, odor, fire, water infiltration and erosion, and for preventing unsightliness. The operations manager is responsible for directing the placement of cover soil at the end of each working day. 6.4.5 INTERMEDIATE COVER A minimum of 12 inches of intermediate cover obtained from onsite excavations or stockpiles will be placed and vegetated on all landfill areas that will not be receiving additional wastes for at least 180 days. The thickness of the soil cover will be controlled by evenly spreading a volume of soil, corresponding to a one foot-thick layer, over a defined refuse fill area. A map depicting areas that have received intermediate cover will be maintained by the operations manager. The intermediate cover soils are the same as the daily cover soils and meet the regulatory requirements for control of vectors, fire, odor, water infiltration, erosion, and the prevention of unsightliness. 6.4.6 ALTERNATIVE DAILY COVERS The following ADCs are currently used at the site: ash and cement kiln dust, treated auto shredder waste (TASW), construction and demolition wastes, shredded tires, compostable materials (off-spec, delivered by generator), PGM, soils and synthetic tarps. All other ADCs listed above are utilized in compliance with 27 CCR, Section 20690. The operations procedures for each of the types of ADC that will be used at Forward are described later in this section. Soil generated from the excavation of each phase of the landfill will be utilized for daily cover or saved for final cover. However, the actual amount of soil used for daily cover will be variable based on the amount of ADC material that arrives at the site.
