6.4.4 DAILY COVER <br /> The top and inactive sides of the cells are covered with at least 6 inches of <br /> compacted clean soil in a continuous operation as they are completed. The <br /> active, working face is covered with a minimum of 6 inches of daily cover. The <br /> daily cover is obtained from onsite stockpiles (see Site Plan, Drawing 2) or <br /> excavations (see Base Grading Plan, Drawing 3), or recovered from on-site <br /> alternative daily cover operations (such as treated soil and low-contaminant-level <br /> untreated soil). The daily cover soil placement satisfies the regulatory cover <br /> requirements for the control of vectors, odor, fire, water infiltration and erosion, <br /> and for preventing unsightliness. The operations manager is responsible for <br /> directing the placement of cover soil at the end of each working day. <br /> 6.4.5 INTERMEDIATE COVER <br /> A minimum of 12 inches of intermediate cover obtained from onsite excavations <br /> or stockpiles will be placed and vegetated on all landfill areas that will not be <br /> receiving additional wastes for at least 180 days. The thickness of the soil cover <br /> will be controlled by evenly spreading a volume of soil, corresponding to a one <br /> foot-thick layer, over a defined refuse fill area. A map depicting areas that have <br /> received intermediate cover will be maintained by the operations manager. The <br /> intermediate cover soils are the same as the daily cover soils and meet the <br /> regulatory requirements for control of vectors, fire, odor, water infiltration, <br /> erosion, and the prevention of unsightliness. <br /> 6.4.6 ALTERNATIVE DAILY COVERS <br /> The following ADCs are currently used at the site: ash and cement kiln dust, <br /> treated auto shredder waste (TASW), construction and demolition wastes, <br /> shredded tires, compostable materials (off-spec, delivered by generator), PGM, <br /> soils and synthetic tarps. All other ADCs listed above are utilized in compliance <br /> with 27 CCR, Section 20690. The operations procedures for each of the types <br /> of ADC that will be used at Forward are described later in this section. <br /> Soil generated from the excavation of each phase of the landfill will be utilized <br /> for daily cover or saved for final cover. However, the actual amount of soil used <br /> for daily cover will be variable based on the amount of ADC material that arrives <br /> at the site.
