plan from which any cover soils will be generated. Section 5.3.1 - Soil Balance, <br /> discusses the soil quantity availability by phase for the life of the landfill. Any <br /> deficiency in onsite soil materials will be reconciled through the use of ADC. <br /> Any available ADC materials will be used for daily cover and excavated <br /> stockpiled onsite soils will be used to supplement the ADC materials to ensure <br /> proper daily cover. ADC will be stockpiled near the working face or in an area <br /> that does not interfere with disposal operations. Stockpiled ADC material will be <br /> utilized as soon as possible or within 7 days. Forward manages the ADC <br /> stockpiles in a manner that prevents fires, vectors, or other nuisance factors and <br /> inadvertent composting. The ADC stockpiles are identified with signs. <br /> The placement procedures for each type of ADC that is currently utilized or <br /> planned to be used at the site are as follows: <br /> Processed Green Material: Green materials received at the landfill may be <br /> processed on-site or pre-processed. PGM is used for moisture/erosion control <br /> and/or ADC. A spotter/laborer diverts customers with wood or green waste <br /> loads from the access road to a designated area where the green material is off- <br /> loaded by the customer. On-site staff also monitors the off-loading to ensure that <br /> trash, hazardous wastes and other contaminants are not mixed in with the green <br /> material. The green material is stockpiled on the ground for a maximum of 7 <br /> days. On-site staff monitors any green material stockpiled for excessive heat, <br /> potential combustion, and other nuisances such as vectors, odors, dust, and litter. <br /> The site supervisor is notified if any of these issues need immediate attention or <br /> additional staffing. A mobile grinder is brought to the site to chip and grind the <br /> stockpile within 7 days. The PGM is then transported by on-site personnel and <br /> equipment and deposited near the active face. <br /> A minimum of three staff are required to apply the PGM; one for the loader, one <br /> for the haul trucks, and one for the dozer. At times, a second haul truck and <br /> driver maybe used depending on the area to be covered. Spreading and <br /> compacting of the day's wastes prior to application of daily cover will be <br /> consistent with the procedures established in the facility's JTD. The PGM is <br /> loaded onto haul trucks, which then dump the material on or directly adjacent to <br /> the working face requiring daily cover. The PGM is placed over the waste and <br /> compacted to provide a cover with a minimum compacted thickness of six inches <br /> and an average compacted thickness no greater than 12 inches.
