future waste management units. The existing Forward Landfill acreage includes <br /> an 8-acre hazardous waste cell known as Waste Management Unit (WMU) A. <br /> WMU A was closed in 1989 and is currently complying with post-closure <br /> monitoring requirements. <br /> The parcel referred to as the California Youth Authority (CYA) parcel <br /> encompasses approximately 126.4 acres and is north of the existing Austin Road <br /> Landfill. Potential facilities that may be constructed on this parcel include <br /> entrance and administration facilities, a temporary hazardous materials storage <br /> locker, and a soil borrow area. <br /> The triangular parcel is located in the northeast corner between Austin Road and <br /> the entrance road to the existing Austin Road Landfill and encompasses <br /> approximately 11 acres. This parcel is intended for use as floodplain <br /> containment during the 100-year storm event. Directly south of the triangular <br /> parcel is a 10.3-acre parcel proposed for use as a wetlands preserve and <br /> floodplain. <br /> A portion of the site area is consumed by creek easements. The South Branch of <br /> the South Fork of Little John's Creek is located in the southern portion of the site <br /> area and its easement comprises approximately 10.8 acres. The North Branch of <br /> the South Fork of Little John's Creek is currently located south of the existing <br /> Austin Road Landfill. The North Branch will be relocated to the north boundary <br /> of the existing Austin Road Landfill. The easement for relocation of the North <br /> Branch comprises approximately 16.5 acres. <br /> The site is bounded on its east side by Austin Road and on a portion of its west <br /> side by Newcastle Road. The easements for Austin and Newcastle Roads <br /> encompass 1.8 and 1.6 acres, respectively. Set backs from the property line to <br /> the limits of refuse are set between 54 and 245 feet as shown on Drawing 4. <br /> 2.3 LAND USE <br /> Pursuant to the San Joaquin County 2010 General Plan and the Development Title <br /> adopted by the County Board of Supervisors on July 24, 1992, the General Plan <br /> designation for the landfill site is A/G (General/Agricultural), and the zoning is <br /> AG-40 (General/Agricultural, 40-acre minimum lot size). The landfill is considered <br /> a major impact facility and is operated conditionally in the AG-40 zone.
