to the east, west and south of the facility is zoned general agricultural and property <br /> to the north is zoned public/institutional. <br /> Adjacent land uses include agricultural lands to the east, west, and south. The <br /> Northern California Youth Center, a criminal detention facility, is located <br /> approximately 1,900 feet from the existing Austin Road Landfill and <br /> approximately 300 feet north of the soil borrow area. A women's prison is also <br /> located north of the site. The Stockton Metropolitan Airport is approximately <br /> one mile west of the existing Austin Road Landfill. The Burlington Northern and <br /> Santa Fe Intermodal Facility, a 470-acre train/truck cargo transfer and storage <br /> facility is located approximately 1 mile northeast of the site, along the Burlington <br /> Northern and Santa Fe railroad main line. <br /> As shown on Figure 1, there are three residences located near the site. The <br /> residence at 9690 Austin Road is approximately 500 feet from the landfill and is <br /> located across Austin Road from the entrance facilities area. Two residences are <br /> located on Lynch Road, approximately 0.5 miles southeast of the site. <br /> 2.4 SITING RESTRICTIONS <br /> The Forward Landfill is not located in an area of rapid geologic change or near <br /> tidal waters. As discussed in Section 3.4, there is no known Holocene fault <br /> within 200-feet of the landfill footprint. The landfill is designed to prevent <br /> inundation or washout from a flood with a 100-year return period. <br /> The Stockton Municipal Airport is located approximately 1 mile west of the site. <br /> The airport's turbojet runway 11 L-29R is located within 10,000 feet of the existing <br /> Austin Road Landfill. The existing Forward Landfill is within the height limit zoning <br /> plan contours for the airport (Figure 2). The peak elevation of the proposed deck <br /> area for the Forward Landfill is 200 feet amsl and from that point final deck grades <br /> slope down to 170 feet amsl in the area of the existing Austin Road Landfill (see <br /> Drawing 4). This grading configuration allows conformance with the height limit <br /> zoning plan contours for the Stockton Municipal Airport (see Figure 2). The issue <br /> of the airport's proximity to the landfills was addressed in the 1993 Environmental <br /> Impact Report (EIR) for the Forward Landfill Expansion (LSA, 1993) and in the 1994 <br /> EIR for the Austin Road Landfill Expansion (ESA, 1994).
