The existing Austin Road Landfill is currently operating under the following permits: • Land Use Permit No. UP-99-17, San Joaquin County • Waste Discharge Requirements, Order No. 96-175, Central Valley RWQCB, 1996 (included in Appendix A) • Waste Discharge Requirements, Order No. 98-121, Central Valley RWQCB, 1998 (Monitoring and Reporting Program and Groundwater Treatment System) (included in Appendix A) • Solid Waste Facilities Permit No. 39-AA-0001, CIWMB and San Joaquin County Environmental Health Division, 1998 (included in Appendix A) • Permit to operate/construct, N-3057-1-0 (Groundwater Remediation Project) and N-3057-3-0, SJCUAPD, 1999 • Permit to operate/construct, N-3057-3-0, SJCUAPD, 1999 (included in Appendix A) • Dredge and Fill (Section 404) Permit # 199400974, U.S. Army Corps of Engineers (USCOE) • Streambed Alteration Permit, Notification No. 11-15-00, California Department of Fish and Game (CDFG) • Reclamation Board 17226GM 2.5.2 CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) The San Jaoquin County Environmental Health Division has requested that an Environmental Impact Report (EIR) be prepared to address the combining of the existing Austin Road Landfill and existing Forward Landfill into the new Forward Landfill. The EIR is currently being prepared and this JTD supports that effort. 2.5.3 FINDING OF CONFORMANCE The California Integrated Waste Management Act of 1989 (Public Resources Code Section 40000, seq.) required cities and counties to prepare a plan for their solid waste system known as a Countywide Integrated Waste Management Plan (CIWMP). The County of San Joaquin has completed their CIWMP as well as the Countywide Siting Element.
