The maintenance and storage area is currently located in the northwest corner of
the existing Forward Landfill. The area is secured, and fenced but also mobile
and can be moved around the site, as needed. The maintenance area includes
portable buildings, storage areas for refuse bins, and parking areas for heavy
equipment and cars. A complete vehicle repair service facility with an extensive
inventory of spare parts is also maintained. The maintenance and storage area is
operated in accordance with the site's SWPPP.
The transfer station/resource recovery building is located just west of the landfill
entrance that is south of the South Branch of Little Johns Creek. The building is a
metal frame building that is open on one side. The total square footage of the
building is approximately 12,000 square feet (sf).
A third party landfill gas developer currently operates a methane gas recovery
system at the Austin Road Landfill. The collected gas is used to power an
electrical generation plant located at the northwest corner of the existing Austin
Road Landfill. The developer takes enough landfill gas so that the power plant
produces up to 760 kilowatts per hour of electrical power; this energy is sold to
Pacific Gas and Electric Company (PG&E) under a long-term agreement.
The existing Austin Road Landfill is currently under a Corrective Action Plan
(CAP) for groundwater contamination by volatile organic compounds (VOCs).
To comply with the CAP, a groundwater extraction and treatment system has
been installed to mitigate detected chlorinated hydrocarbon in the first
encountered groundwater beneath the existing Austin Road Landfill.
All site surface water that has not come in contact with waste is directed to the
sedimentation ponds. Three sedimentation ponds are located on the site. Two
are located at the existing Forward Landfill, on either side of the South Branch in
the southwest corner of the site. The third sedimentation pond is located
directly west of the existing Austin Road Landfill. Water collected in the
sedimentation ponds is sampled in accordance with the site's Stormwater
Pollution Prevention Plan (SWPPP) before it is discharged to the North or South
Branches.
Forward Landfill JTD 4-5
J:\Allied\Forward\JTD Amendment\January 2007 JTD Amendment\JTD Sec 4 Final.doc:
05/24/02;Amendment No. 1: 2/1/2007 BRYAN A.STIRRAT&.ASSOCIATES
