4.3.1 MATERIALS ACCEPTED FOR BENEFICIAL REUSE <br /> The Forward Landfill accepts materials for beneficial uses such as alternative daily <br /> cover (ADC), wet weather deck preparation, internal haul road improvements and <br /> earthen drainage control improvements. Forward <br /> Landfill will document use of C&D ADC in their site records when utilized. Additionally, all ADC <br /> materials will be tracked daily with specific forms developed for operations staff. <br /> The peak material received was established to accommodate large event driven <br /> jobs accepted at the site on an occasional basis. Based on a review of historic <br /> records these peak events occur less than 10 percent of the time. The utilization <br /> of beneficial reuse material will be tracked continuously by site staff with records <br /> maintained showing weight and usage. <br /> In addition, soil materials not requiring disposal and which are utilized for <br /> beneficial reuse are divided into two categories. These soils will be either Limited <br /> Reuse Soils or Unlimited Reuse Soils. Limited Reuse Soils are soils that are both(1) <br /> "contaminated soils," that do not meet the LEA Clean Soil Levels for Inorganics <br /> and(2) Class II Wastes (or Designated Wastes), based on criteria established by <br /> the Regional Water Quality Control Board (RWQCB). Limited Reuse Soils must be <br /> used within a lined Class II landfill cell. The Limited Reuse Soils soil materials are <br /> tracked by Forward, and the amount received (in tons) is counted against the <br /> maximum permitted inflow rate. <br /> Unlimited Reuse Soils are soils which do meet the LEA Clean Soil Levels for <br /> Inorganics, but are not Class II Wastes, as determined by the RWQCB.
