Reuse Soils may be used anywhere and do not require containment within a lined
landfill cell. The soil materials are recognized as beneficial reuse under 27 CCR,
Section 20686.
It should be noted that in no event will any combination of the beneficial use
materials which include green waste, treated auto shredder waste, beneficial reuse
inerts, shredded tires, limited reuse soils, Class II disposal and refuse exceed the
maximum daily limit of 8,668 TPD. To establish the limits for the materials shown
above, Forward reviewed the weight and volume records for the site from 2003 to
the end of 2006. In addition, in conjunction with the LEA, Forward also conducted a
field test of the treated auto shredder waste (TASW) and the processed green waste
(PGM) to determine their in-place density (See Appendix C-1). A tracking form was
also developed to track the use of all ADC materials used on-site each day. This
form is also included in Appendix C-2. The purpose of the tracking form is to allow
the LEA to compare the amount of ADC material utilized on a daily basis and
compare that against the weight and volume records for these materials to
determine if any of these materials are over used.
As part of the evaluation to establish the "Need" for each ADC material, the
following table was developed with a range of average active working face areas,
depth of cover material and area covered by synthetic tarps and associated cover
volume.
FORWARD LANDFILL
COVER NEED BASED ON WORKING FACE AREA/
DEPTH OF COVER AND SYNTHETIC TARP COVERAGE
Working Face Size Total Area lCover Need in Cubic Yards Cover Need with 50%Synthetic Tarp Coverage
(Length x Width) In Square Feet 1 12"inches 18"inches 12"inches 18"inches
100 200 20,000 741 1,111 370 556
Working Face Size Total Area lCover Need in Cubic Yards Cover Need with 35%"Synthetic Tarp Coverage
(Length x Width) In Square Feet 1 12"inches 118"inches 12"inches 18"inches
150 200 30,0001 1,1111 1,667 722 1,083
Working Face Size Total Area I Cover Need in Cubic Yards Cover Need with 20%"Synthetic Tarp Coverage
(Length x Width) In Square Feet12"inches 118"inches 12"inches 1 18"inches
200 1 250 50,000 1,852 2,778 1,481 2,222
Note:Cover need is based on a synthetic tarp area of 10,000 sq ft,expressed as percentage of the total working face. The depth of cover
shown above represent the maximum allowed under 27 CCR for shredded green waste and treated auto shredder waste, respectively.
The field tests conducted at the landfill in October 2006 established in-place
densities for the shredded green waste and treated auto shredder waste, two of the
Forward Landfill JTD 4-9
J:\Allied\Forward\JTD Amendment\January 2007 JTD Amendment\JTD Sec 4 Final.doc:
05/24/02;Amendment No. 1: 2/1/2007 ®RYAN A.STIRRAT&ASSOCIATES
