Reuse Soils may be used anywhere and do not require containment within a lined landfill cell. The soil materials are recognized as beneficial reuse under 27 CCR, Section 20686. It should be noted that in no event will any combination of the beneficial use materials which include green waste, treated auto shredder waste, beneficial reuse inerts, shredded tires, limited reuse soils, Class II disposal and refuse exceed the maximum daily limit of 8,668 TPD. To establish the limits for the materials shown above, Forward reviewed the weight and volume records for the site from 2003 to the end of 2006. In addition, in conjunction with the LEA, Forward also conducted a field test of the treated auto shredder waste (TASW) and the processed green waste (PGM) to determine their in-place density (See Appendix C-1). A tracking form was also developed to track the use of all ADC materials used on-site each day. This form is also included in Appendix C-2. The purpose of the tracking form is to allow the LEA to compare the amount of ADC material utilized on a daily basis and compare that against the weight and volume records for these materials to determine if any of these materials are over used. As part of the evaluation to establish the "Need" for each ADC material, the following table was developed with a range of average active working face areas, depth of cover material and area covered by synthetic tarps and associated cover volume.
