materials used at the site for ADC. The site also uses synthetic tarps and tires for <br /> ADC. All ADC material used is compacted to the required thickness in accordance <br /> with 27 CCR. <br /> 4.3.2 TRAFFIC LIMITATIONS <br /> Forward will maintain records of incoming loads and vehicle counts and will limit <br /> deliveries of wastes for disposal and other materials for beneficial reuse to a total of <br /> 620 trips/day and to the maximum inflow rates described above. It should be noted <br /> that delivery of waste and other materials varies on a daily basis. Therefore, on days <br /> when less waste is received, the site may accept more loads of the beneficial reuse <br /> materials. If the receipt of beneficial reuse materials exceeds the site needs on a <br /> given day, then the material will be stockpiled. When stockpiling of material is <br /> required, the material will be placed so as not to interfere with the daily landfill <br /> operations, in accordance with 27 CCR, Section 20660. Records are maintained of <br /> all beneficial use materials accepted and how these materials are utilized on-site. <br /> Forward will also track the weight/volume of stockpiled material and report that <br /> information to the LEA monthly. <br /> 4.4 WASTE INFLOW RATES <br /> For the purpose of estimating remaining site life, the estimated annual inflow rate <br /> to the Forward Landfill over the next five years is estimated to be approximately <br /> 1,871,374 tons, which corresponds to a weekly average inflow rate of <br /> approximately 35,987 tons. Actual quantities received may vary from these <br /> amounts. The diminishing landfill capacity for the Forward Landfill is included on <br /> Table 8. <br /> 4.5 REFUSE TO COVER RATIO <br /> The Forward Landfill remaining capacity and associated site life are dependent <br /> on a number of factors. One of these factors is the refuse-to-cover ratio. The <br /> Forward Landfill refuse-to-soil cover ratio (volume) is 4:1 (refuse to cover). <br /> Refuse-to-soil cover ratios can range from 3:1 to 5:1. The 4:1 ratio is generally <br /> accepted in the solid waste industry as an appropriate ratio for a properly <br /> operated sanitary landfill (i.e., a sanitary landfill that does not receive violations <br /> for inadequate cover).
