The Final Closure and Post-Closure Maintenance Plan for the Forward Landfill will <br /> include appropriate demonstrations that the engineered alternative final cover <br /> system meets or exceeds the requirements of 27 CCR, Section 21090 as required <br /> by 27 CCR, Section 21140. <br /> 5.2.4.3 SOIL AVAILABILITY <br /> Materials for construction of the final cover will be obtained from soils stockpiled <br /> during excavation of the WMUs or imported, if necessary. <br /> 5.2.5 FILL PHASING <br /> The Forward Landfill development combines the existing Forward and Austin <br /> Road Landfills. The active and to be developed portions of the existing Forward <br /> Landfill are currently permitted as Class II waste disposal areas. The existing <br /> portion of the Austin Road Landfill is Class III and is currently unlined. The <br /> planned development of the site will add Class II cells between the two existing <br /> landfills. Class 11 disposal capacity will also be gained over the southern portions <br /> of the existing Austin Road Landfill by adding an intermediate liner. <br /> The fill phasing plan is shown on Drawing 5. This plan is conceptual and actual <br /> phasing direction may vary. It is anticipated that each major phase of <br /> development depicted in Drawing 5 will consist of smaller fill sequences. <br /> Class 11 and III waste is currently being accepted at the existing Forward Landfill <br /> in WMU D-00 and D-01 (within Phase I in Drawing 5) located in the northwest <br /> portion of the existing Forward Landfill (west of lined WMUs D-97, D-98, and D- <br /> 99). Phase 2, located immediately north of Phase I is the next major fill phase to <br /> complete the Class II liner cells within the portion of the existing Forward Landfill <br /> north of the South Branch, with the exception of the north access road and <br /> scalehouse area. The existing access road and scalehouse area will continue to <br /> serve the future fill phases in the Austin Road Landfill area to the west of the <br /> scales (Phases 3 through 7 shown on Drawing 5). <br /> Phases 3 through Twill be constructed (from west to east) to the south of and <br /> over the existing Austin Road Landfill within an existing borrow area. The <br /> existing scalehouse facilities will be relocated easterly near the existing site <br /> offices during fill sequencing for Phase 7.
