Soil generated from the excavation of each phase of the landfill will be <br /> utilized for daily cover or saved for final cover. However, the actual amount <br /> of soil used for daily cover will be variable based on the amount of ADC <br /> material that arrives at the site. Section 5.2.5 discusses fill phasing and <br /> Drawing 5 shows the phasing plan from which any cover soils will be <br /> generated. Section 5.3.1 — Soil Balance, discusses the soil quantity <br /> availability by phase for the life of the landfill. Any deficiency in onsite soil <br /> materials will be reconciled through the use of ADC. <br /> Any available ADC materials will be used for daily cover and excavated <br /> stockpiled onsite soils will be used to supplement the ADC materials to ensure <br /> proper daily cover. ADC will be stockpiled near the working face. Stockpiles <br /> will not be maintained for any significant amount of time. Forward manages <br /> the ADC stockpiles in a manner that prevents fires, vectors, or other nuisance <br /> factors and inadvertent composting. <br /> The placement procedures for each type of ADC that is currently utilized or <br /> planned to be used at the site are as follows: <br /> Processed Green Material (PGM : Four staff are currently required to apply <br /> PGM; one for the loader, two for the haul trucks, and one for the dozer. The <br /> loader loads the PGM onto the haul trucks, which then dump the material on <br /> the area requiring daily cover, and then the dozer is used to evenly spread <br /> the material. The material is spread to a minimum compacted thickness of 6- <br /> inches and an average compacted thickness of less than or equal to 12- <br /> inches. PGM that is placed as cover is not exposed for greater than 21 days. <br /> If more material comes in than is required for the day, the material is <br /> stockpiled onsite and processed and used, as needed. PGM is processed <br /> within 72 hours. <br /> Geosynthetic Blanket and Panel Products (Tarps): Three staff are currently <br /> required to place the tarps. A loader is used to raise the tarp in the air and <br /> then two laborers unroll and position the tarp. The tarp is removed within 24 <br /> hours of its original placement.
