Forward regularly evaluates <br /> its asbestos-handling procedures and, as needed, upgrades the site operations <br /> and standards to exceed those required by local, state, and federal regulations. <br /> The control program for managing ACW at the Forward Landfill consists of a <br /> number of integrated procedures. Initially (prior to delivery), the generator, or <br /> transporter, must submit information characterizing the ACW to the Technical <br /> Service Manager/ Special Waste Liaison (TSM/SWL). In addition, the <br /> generator/transporter certifies that this information is representative of the <br /> material proposed for disposal at Forward Landfill. The TSM/SWL will review <br /> this information to verify that the ACW is acceptable for disposal at Forward. If <br /> the ACW is acceptable, the TSM/SWL will issue an approval number for that <br /> specific, discrete quantity of ACW. <br /> The delivery of all ACW to the Forward Landfill must be scheduled at least <br /> 24 hours in advance by the generator or transporter. Upon arrival at the <br /> landfill, the transporter must provide the proper documentation, including a <br /> completed Uniform Hazardous Waste Manifest and required notification <br /> (including 22 CCR Section 66268.7) and certification forms, including the <br /> approval number issued by the TSM/SWL. The scalehouse attendant checks all <br /> documents for accuracy and completeness. If all documents are in order, the <br /> scalehouse attendant will give the transporter a Load Check Form and direct <br /> him to proceed to the working face. (NOTE: Scale house personnel give all <br /> dr-ugvr5 drives Load Check Forms before allowing them to proceed to the working face.) <br /> The Load Check Form notes that the waste is ACW and documents the fact that <br /> the scale house attendant has checked all documents associated with that <br /> specific load and has approved the load for disposal. Absolutely no ACW is <br /> accepted unless the above protocol has been satisfied. <br /> At the working face, all drivers must give the Load Check Form to the Load <br /> Checker before they are allowed to unload. The Load Checker reviews the <br /> information on the Load Check Form to verify that the load is acceptable for <br /> disposal and to confirm the type of waste in ,the load. The Load Checker then <br /> directs the driver to the designated ACW disposal area where the driver"tips" <br /> the load.
