the bags prior to sealing (in conformance with 14 CCR 17897.19 (b)(2)(A)). <br /> Bagged ACW is dumped only onto the active working face of the asbestos <br /> disposal area and not onto the flat compacted landfill area. Before tipping of <br /> the ACW begins, the equipment operators stationed in the asbestos disposal <br /> area inspect the documentation to ensure that the paperwork corresponds to <br /> the asbestos load. As the ACW is being unloaded, landfill employees observe <br /> the waste for irregularities or materials that are not consistent with the hauler's <br /> manifest. In the event of an irregularity, the Load Checker is authorized to <br /> stop the driver from unloading. In addition, working face personnel notify the <br /> landfill operations manager of any irregularities immediately. After unloading, <br /> the transporter must stop at the scalehouse to have the attendant sign the <br /> Hazardous Waste Manifest before leaving the site. . <br /> Bulldozers and front-end loaders are used to push soil cover onto the working <br /> face to cover the ACW. The utmost care is used when applying cover soil, <br /> making sure to maintain the integrity of the bags containing ACW. At least <br /> 6 inches of soil covers the disposal cell within one hour of being disposed. <br /> Landfill equipment is not allowed to come in contact with ACW throughout the <br /> disposal process, thereby, reducing risk of contamination. <br /> All ACW is landfilled in an area separated from other waste types. To facilitate <br /> environmentally sound and economic operations, Forward maintains the <br /> designated ACW disposal area near the active working area face. Thus, the <br /> designated ACW disposal area at Forward moves with the active working face <br /> about the site, and Forward uses a number of designated ACW disposal areas <br /> throughout the year. Each time that a new ACW disposal area is established, a <br /> licensed surveyor surveys the previous area and prepares a plat recording the <br /> location. Typically, the designated ACW disposal area is roughly rectangular in <br /> shape, and the surveyor records both the horizontal and vertical location of <br /> each corner. Forward submits the survey plats to the LEA in accordance with <br /> the schedule established by the LEA. An example survey plat is included in <br /> Appendix M. <br /> Forward has established several means to prevent any visible emissions outside <br /> of the designated ACW disposal area. First, all ACW is delivered contained in <br /> double bags, or equivalent containment, if bagging is not possible. In addition, <br /> either the generator, or the transporter, wets the ACW thoroughly in the bags <br /> before delivering the ACW to Forward.
