proper offsite disposal or 3) if it is an unknown hazardous waste it will be left in <br /> place, cordoned off, and the area evacuated until proper authorities arrive onsite. <br /> The storage locker is a special chemical storage building that is kept locked. <br /> Wastes are removed from the locker before any waste has been stored for 90 <br /> days, or once the locker reaches 90 percent of its capacity, which ever happens <br /> first. Containers of hazardous waste are labeled with the customer's name and the <br /> date and time of delivery. In the event of a spill, the LEA will be contacted. All <br /> unlawful incidents of disposal will be noted in the operator's log of special <br /> occurrences. <br /> 3.1.8 LOAD CHECKING <br /> In accordance with 14 CCR, Section 17409.5(a), the operator has implemented a <br /> load-checking program at the RRF. The hazardous waste screening program for <br /> the site is conducted consistent with the Load Checking Program for the <br /> Forward Landfill, (Forward, Inc., December 1992, Appendix E). The load <br /> checking program is designed to monitor incoming load to detect unacceptable <br /> materials and/or waste at the RRF. The load checking program describes how <br /> waste loads are inspected for hazardous wastes, designated wastes, and other <br /> unacceptable wastes. <br /> In general, the load checking program consists of three basic components: load <br /> inspection, training of on-site personnel, and signage. <br /> The load inspection consists of load checking at the tipping areas within the <br /> transfer building. The equipment operator(s) check for hazardous or <br /> unacceptable waste at the unloading area. All personnel are experienced and <br /> trained in identifying potentially unacceptable wastes in the dumped loads. One <br /> staff person will be assigned to inspect for unacceptable wastes. If hazardous or <br /> unacceptable waste is detected, the operator tells the customer to eitheF remove <br /> the waste from the site himself eF have the waste remeyed.bv a licensed <br /> hazardous waste hauler under the manifest system. <br /> Hazardous wastes that are found after the hauler has left the site are moved to <br /> the hazardous waste storage locker for temporary (less than 90 days) storage <br /> prior to proper offsite disposal. If the customer that hauled the hazardous or <br /> unacceptable waste is known, the RRF notifies them that the waste must be <br /> removed by them and disposed of at a licensed site.
