Wood waste, lumber, and/or brush are placed in the wood waste stockpile area,
ground and processed in the wood chipper. The wood stockpile area is confined to a
100 foot by 150 foot area, 12 feet high as specified by the local fire agency. The piles
must be kept a minimum of 100 feet from the transfer building.
3.1.5.3 MATERIALS PROCESSING AND VOLUME REDUCTION
Wood waste, lumber, and brush are crushed with a Caterpillar tractor and
processed through a wood chipper. The chipped wood is then deposited in 120
cy, and larger, trailers and sent to market. The wood grinding area is
approximately 15,000 square feet. Currently, there is no shredding or
transformation of materials at the RRF.
Cardboard is the only large volume recovered material baled for market. Plastic is
also baled, on a smaller scale. There is no compaction (other than occasional
manual compaction of aluminum cans) at the RRF.
3.1.6 BURNING WASTES AND OPEN BURNING
In accordance with 14 CCR, Section 17407.1(a), if burning wastes are
inadvertently received at the RRF they are separated from other wastes by a
loader to a safe area away from the unloading, transfer and processing areas
where it can be spread and extinguished. Open burning of solid waste at the
RRF is prohibited in accordance with 14 CCR, Section 17407.1(b).
3.1.7 HAZARDOUS, LIQUID AND SPECIAL WASTE EXCLUSION
In accordance with 14 CCR, Section 17407.5 (b), the operator has implemented
control measures as necessary to protect public health, safety and the
environment. The operator institutes a hazardous screening program in the form
of a load-checking program. In the event that a hazardous or prohibited waste is
detected as part of the load checking program, discussed in Section 3.1.8, it will
be either rejected or, if the hauler cannot be identified, separated or cordoned
off until the appropriate authorities are contacted. Hazardous wastes that are
discovered after the hauler has left the site are either 1) moved away from the
working area, contained, and marked with the waste and generator information, if
known, 2) moved to the hazardous waste storage locker (located at the southwest
corner of the RRF - see Figure 9) for temporary (less than 90 days) storage prior to
Forward,Inc.Resource Recovery Facility 3-9
Transfer/Processing Report
(L:\Allied\2003.0146\Report\Final TPR\Sec3.doc:10/22/03;Revision 1: 11/20/20034-1-1f2893)
®RYAN A.STIRRAT&ASSOCIATES
