The majority of waste handling activities are done in the RRF building. The wood <br /> chipping operations are conducted outside but are not attractive to birds. Under <br /> normal operations, wastes are processed within 24 hours. Additionally, nuisance <br /> birds will be controlled by reducing litter through the litter collection program. <br /> 3.2.8 ODOR CONTROL <br /> In accordance with 14 CCR, Section 17406.2(d), odor control measures are <br /> instituted at the RRF. First and foremost, all waste handling activities are <br /> conducted within the main transfer building. All wastes within the transfer <br /> building are expeditiously removed and delivered to the landfill. <br /> 3.2.9 TRAFFIC CONTROL <br /> Pursuant to 14 CCR, Section 17418.3, traffic flow through the RRF shall be <br /> controlled to prevent interference with or creation of a safety hazard on <br /> adjacent public streets or roads, on-site safety hazards and interference with <br /> operations. <br /> The remote, rural location of the site already minimizes any interference and safety <br /> problems for traffic on the adjacent Austin Road. All vehicles at the landfill are <br /> scheduled in advance and the landfill is not open to the public. Stacking of <br /> vehicles from the RRF on Austin Road has not and will continue to not occur. In <br /> addition to all vehicles at the landfill being scheduled and directed by the office <br /> trailer attendant, stop signs are posted at RRF exit. The RRF is to receive an <br /> average of 150 trucks per day included as part of the 620 trip maximum <br /> threshhold allowed for the entire Forward facility (landfill and RRF) as discussed in <br /> the Final Environmental Impact Report (FEIR) dated December 2002 from which <br /> Land Use Permit No. UP-00-7 was issued. <br /> Trucks entering the RRF entrance stop at the scale trailers and are directed to the <br /> appropriate WMU at the landfill or the RRF.
