3.3 STATION IMPROVEMENTS <br /> 3.3.1 ROADS <br /> The main entrance to the RRF is paved. Other roads used at the site are either <br /> gravel (if they will be used often or in the near future) or dirt. On-site roads are <br /> constructed as needed utilizing on-site soils, crushed asphalt or aggregate, or both. <br /> The roads are maintained by site personnel. Since the roads and entrance facilities <br /> area are not paved, there is no thorough cleaning. Litter is raked/picked up. Dirt <br /> tracked onto Austin Road by vehicles entering and leaving the site is cleaned up <br /> by Forward personnel. The site is graded to provide all-weather access. <br /> 3.3.2 PARKING <br /> In accordance with 14 CCR, Section 17409.6, adequate off-street parking areas are <br /> provided as shown on the facility site plan (Figure 8). <br /> 3.3.3 SIGNS <br /> In accordance with 14 CCR, Section 17409.4(b), identification are posted at the <br /> entrances to both the landfill and RRF stating that hazardous wastes are prohibited <br /> by law from being accepted at the site. Other signs identify the operator of the <br /> RRF, hours of operation, that the site accepts commercial haulers only, and the site <br /> and company office telephone numbers. There is a charge for recycling at the <br /> RRF, a schedule of charges is posted. In addition, signs are posted at both office <br /> trailers stating the site hours, site and company telephone numbers, rules and <br /> regulations for all drivers, the site speed limit (10 miles per hour), and that all loads <br /> must be covered. <br /> 3.3.4 SITE SECURITY <br /> In accordance with 14 CCR, Section 17418.1, site security at the facility is <br /> provided. The entire perimeter of the site is fenced, including the South Fork <br /> easement to prevent unauthorized access. Signs prohibiting unauthorized access <br /> have been posted on the fence along the levee adjacent to the South Fork and <br /> Austin Road at approximately 300 foot intervals. All three site entrances have <br /> gates that are locked when the site is not in operation. Access through the landfill <br /> and RRF entrances is controlled by the office trailer attendants.
