ATTACHMENT B <br /> RESPONSE TO LEA COMMENTS <br /> Comment 1: Page 22 the storage of segregated materials outside of the RRF building. <br /> Explain how the outdoor storage of reclaimed recyclables will be stored so <br /> as not to create a nuisance or harborage for vectors. <br /> Response: Section 2.1.4, Materials Removal, has been revised to indicate that the <br /> materials most likely to pose a nuisance or vector risk (i.e., glass, cans, etc.) <br /> are stored in covered bins. <br /> Comment 2: Page 2-3 hours of operation. The current permit tonnage limit for the <br /> facility is combined with the permit for the landfill. The facility must close <br /> when the combined tonnage reaches 4180 tons although the landfill can <br /> operate until it reaches its tonnage limit of 8660 tons. This needs to be <br /> explained in the hours of operations and that when the Solid Waste <br /> Facility Permit (SWFP) is revised the new hours will be what is currently <br /> proposed. <br /> Response: Section 2.2, Hours of Operation, has been revised to discuss the current <br /> operating hours limitation based on the combined tonnages received at <br /> the RRF and Forward Landfill and that this TPR is to present the RRF as a <br /> separate facility which will operate 12 hours per day, six days per week <br /> regardless of the tonnage accepted at the Forward Landfill. <br /> Comment 3: Page 23 hours of operation. The hours of operation are set and cannot <br /> be extended to accommodate the needs of the haulers. <br /> Response: The statement regarding extending the hours to accommodate haulers has <br /> been deleted. <br /> Comment 4: Page 2-3 hours of operation. The facility is either open to the public or it <br /> is not. Occasional loads of wood waste from the public would mean that <br /> the facility is open to the public. <br /> Response: The facility will not be open to the public. All references to public access <br /> have been removed. <br /> Comment 5: Page 2-4 storage volume inside the RRF building.The volume <br /> calculations assume a 15-foot high pile. There is a height restriction for <br /> piles and windrows located outside of the building.
