Response: Section 3.4.7, Disposal Reporting, has been revised to indicate the 4180
tonnage limit time reporting and also discusses that this TPR proposes
operating the RRF as a 500 ton per day facility regardless of the tonnage
accepted at the Forward Landfill.
Comment 16:Page 3-21 Special occurrences log. Remove statement regarding LEA
determining that a less immediate form of notification will be sufficient.
Response: The statement has been removed as requested.
Comment 17:Emergency Action Plan;Page EA-2 indicates that San Joaquin County
Health Care Services will be contacted to report a hazardous material
incident. The report needs to be made to the Environmental Health
Department at 468-3420.
Response: Page EA-2 has been corrected.
Comment 18:Appendix A, Corporate Resume, Provide names and contact information.
Response: Appendix A has been revised to include the names and contact
information for the managerial staff for the RRF.
Comment 19:Appendix D, Emergency Action Plan, Figure 1;map is dated.
Response: Figure 1 of the Emergency Action Plan has been updated.
Comment 20:Appendix D, Emergency Action Plan, Page land 8;Review and update
as necessary.
Response: Pages 7 and 8 are current; however, Appendix EA-3 has been updated
accordingly.
Comment 21:Appendix D, Load Checking Program, Page 2;indicates that the majority
of the commercial and industrial waste will be taken to the RRF before the
waste is disposed of in the landfill. The loads are spread out in the waste
sorting building, and the entire waste load is checked for recoverable
materials and unacceptable waste. Is this the current practice? If not, then
update the load-checking program to reflect current operations.
Response: This is no longer done. This paragraph has been removed from page 2.
As a correction to your comment, the Load Checking Program is included
in Appendix E.
4
L:\Allied\2003.0146\Correspondence\responsetoLEAcomments.doc
