6.4.6 ALTERNATIVE DAILY COVERS
The following ADCs are currently used at the site: ash and cement kiln dust
treated and processed auto shredder residue (TASK), construction and
demolition wastessynthet+c-fabr-ie-s, shredded tires, compostable materials (off-
spec, delivered by generator), a*d-processed green materials (PGM),
contaminated soils and synthetic fabrics (tarps). A demonstration program was
performed and approved for the synthetic fabrics usage. All other ADCs listed
above are utilized in compliance with 27 CCR, Section 20690. 1-n-a-ddi-tiawr,
FeFwaFd is planning to use Ash and Cement Kiln Dust-, Treated and Preeessed
Anui ;Teer Residlde,-an, Fe ed CenStF ,
The operations procedures for each of the types of ADC that will be used at
Forward are described later in this section.
Soil generated from the excavation of each phase of the landfill will be utilized
for daily cover or saved for final cover. However, the actual amount of soil used
for daily cover will be variable based on the amount of ADC material that arrives
at the site. Section 5.2.5 discusses fill phasing and Drawing 5 shows the phasing
plan from which any cover soils will be generated. Section 5.3.1 - Soil Balance,
discusses the soil quantity availability by phase for the life of the landfill. Any
deficiency in onsite soil materials will be reconciled through the use of ADC.
Any available ADC materials will be used for daily cover and excavated
stockpiled onsite soils will be used to supplement the ADC materials to ensure
proper daily cover. ADC will be stockpiled near the working face. Stockpiles
will not be maintained for any significant amount of time. Forward manages the
ADC stockpiles in a manner that prevents fires, vectors, or other nuisance factors
and inadvertent composting.
The placement procedures for each type of ADC that is currently utilized or
planned to be used at the site are as follows:
Processed Green Material (PGM): Green materials received at the landfill may
be processed on-site or pre=processed. PGM received at the landfill is used for
moisture erosion control and/or ADC. A s otter laborer diverts customers with
wood or green waste loads from the access road to a designated area where the
PGM is off-loaded by the customer. On-site staff also monitors the off-loading to
Forward landfill JTD 6-8
J:\Allied\Forward\JTD Amendment\Final JTD Amendment\JTD Rev Sec 6 080105.doc:5/22/02
Rev. 1:7/2002:Rev.2:4/2003;Rev 3:6/2003
Amendment No.1:8/1/2005
