sign designates the area to unload the CS. The CS is spread over the active face
using a dozer or loader in alternating lavers approximately 6 inches thick. It
should be noted that volatile organic compound WOO contaminated soil
available for daily cover use is stockpiled separately.
CS is also utilized for, but not limited too, preparation of wet weather deck orf
the improvement of the internal haul road and construction of earthen drainage
control features. Furthermore CS will also be utilized for beneficial reuse as
allowed under 27 CCR, Section 20686.
The amount of ADC used at the site is variable. The active face, over which
ADC is placed, is kept as small as possible to reduce litter and vectors but large
enough to allow safe and efficient traffic management. Daily ADC use could
vary from 0 to 40 percent. The quantities of ADC used at the site will be
recorded and maintained in the operations record for the site. The forms used
to record ADC use are included in Appendix M. If the site uses multiple types of
ADC, the usage will be recorded by amount and type.
Forward will continue to investigate other sources for daily cover materials,
including those allowed in accordance with 27 CCR, Section 20690. As these
types of ADC materials become available from the waste stream, Forward will
inform the regulatory agencies of their desire to use these materials and provide
any necessary documentation.
6.4.6.1 BENEFICIAL REUSE RECORDS
A record of beneficial reuse of solid wastes shall be maintained in accordance
with requirements of 27 CCR, Section 20686. Beneficial reuse shall include, but
not be limited to, alternative daily cover, alternative intermediate cover, final
cover foundation laver, liner operations layer, leachate and landfill gas collection
system, construction fill, road base, wet weather operations pads and access
roads, and soil amendments for erosion control and landscaping,
6.4.7 REFUSE TO COVER RATIOS
The refuse to daily cover ratios will vary dependent upon the type of dailycover
over
utilized as follows:
Forward Landfill JTD 6-13
J:\Allied\Forward\JTD Amendment\Final JTD Amendment\JTD Rev Sec 6 080105.doc:5/22/02
Rev. 1:7/2002:Rev.2:4/2003;Rev 3:6/2003
Amendment No. 1:8/1/2005
