materials will be ground, pulverized, shredded, screened, source separated, or <br /> otherwise processed alone or mixed with soil in a manner to provide a <br /> compacted material free of open voids when applied to meet the performance <br /> requirements as alternate daily cover. Processed C&D waste materials used as <br /> ADC shall be restricted to the following materials: rock, concrete, brick, sand, <br /> soil, ceramics, cured asphalt, lumber and wood, wood products, roofing material, <br /> plastic pipe, plant material when commingled from construction work, and fines <br /> derived from processing the above materials. These materials shall comply with <br /> a grain size specification by volume of 95 percent less than 12 inches and 50 <br /> percent less than 6 inches as determined by the LEA. The.0&D wastes are <br /> evenly spread over the active face in a minimum 6-inch lift and average <br /> compacted lift thickness of less than 18-inches using a dozer. The lift is <br /> compacted such that it is free of voids. If voids are present, an approximately 2- <br /> inch layer of soil is spread over the C&D waste to eliminate voids. <br /> Contaminated Soil: Contaminated soil, suitable for use as ADC, (CS) is <br /> stockpiled close to the active face to facilitate application as daily cover. A large <br /> sign designates the area to unload the CS. The CS is spread over the active face <br /> using a dozer or loader in alternatirig layers approximately 6 inches thick. It <br /> should be noted that volatile organic compound (VOC) contaminated soil <br /> available for daily cover use is stockpiled separately. <br /> CS is also utilized for, but not limited too, preparation of wet weather deck or <br /> the improvement of the internal haul road and construction of earthen drainage <br /> control features. Furthermore, CS will also be utilized for beneficial reuse as <br /> allowed under 27 CCR, Section 20686. <br /> The amount of ADC used at the site is variable. The active face, over which <br /> ADC is placed, is kept as small as possible to reduce litter and vectors but large <br /> enough to allow safe and efficient traffic management. Daily ADC use could <br /> vary from 0 to 40 percent. The quantities of ADC used at the site will be <br /> recorded and maintained in the operations,record for the site. The forms used <br /> to record ADC use are included in Appendix M. If the site uses multiple types of <br /> ADC, the usage will be recorded by amount and type. <br /> Forward will continue to investigate other sources for daily cover materials, <br /> including those allowed in accordance with 27 CCR, Section 20690.
