Thus, the <br /> designated ACW disposal area at Forward moves with the active working face <br /> about the site, and Forward uses a number of designated ACW disposal areas <br /> throughout the year. Each time that a new ACW disposal area is established, a <br /> licensed surveyor surveys the previous area and prepares a plat recording the <br /> location. Typically, the designated ACW disposal area is roughly rectangular in <br /> shape, and the surveyor records both the horizontal and vertical location of each <br /> corner. Forward submits the survey plats to the LEA in accordance with the <br /> schedule established by the LEA. An example survey plat is included in Appendix <br /> M. <br /> Forward has established several means to prevent any visible emissions outside of <br /> the designated ACW disposal area. First, all ACW is delivered contained in double <br /> bags, or equivalent containment, if bagging is not possible. In addition, either the <br /> generator, or the transporter, wets the ACW thoroughly in the bags before <br /> delivering the ACW to Forward. At the landfill, Forward personnel cover the ACW <br /> within one hour of unloading. They cover all ACW thoroughly with sufficient soil <br /> to provide complete coverage and prevent re-exposure during continuing disposal <br /> operations. Forward personnel cover the ACW using bulldozers and/or front-end <br /> loaders. Equipment operators exercise extreme caution to prevent breaking any <br /> bags. They cover the nearer bags with soil before moving equipment into the <br /> designated ACW disposal area to cover other bags. They cover all bags with a <br /> cushion of soil before advancing the equipment so that the equipment never <br /> contacts the bags. In this manner, Forward prevents any bags from breaking and <br /> prevents equipment from contacting ACW. In addition, Forward personnel water <br /> cover soils as necessary to prevent dust. In this manner, Forward prevents any <br /> visible emissions outside of the designated ACW disposal area. <br /> Entry to the ACW is controlled by several means. The landfill does not accept <br /> waste from the general public ("self-haul"). In addition, fences and/or topographic <br /> features (berms, creeks, vegetation, etc.) prevent unauthorized access to the <br /> facility. During operating hours, landfill personnel monitor and control access. <br /> Landfill gates are closed and locked securely when the landfill is closed. In <br /> ® addition, fences separate the designated ACW disposal area from the rest of the <br /> landfill.
