The email states her concerns <br /> regarding the green waste program and Forward Inc. (see exhibit Y). <br /> On June 13, 2004, Robert McClellon spoke with Ms. Abbe via telephone regarding the <br /> green waste/food waste program. She had mentioned that she thought that Forwad Inc. <br /> was composting the green waste. She seemed un-aware that the green waste was being <br /> used for ADC. Robert McClellon this date faxed Ruth Abbe a copy of the March 19, <br /> 2004, letter from the EHD (see exhibit N). <br /> On July 21, 2004, Michael Kith and Ted Tasiopoulis employees of the EHD conducted a <br /> monthly routine inspection and noted that the concentrations of methane gas in the <br /> monitoring probe GP 9 ranged from 25%to 55%. This was documented under the <br /> violation of Explosive Gases Control, Section 20919.5 of 27CCR. The facility was also <br /> cited for a violation of Daily Cover, Section 20680 and an area of concern, Section 20690 <br /> for the amount of food waste contamination found in the ADC green waste (see exhibit <br /> Z). <br /> • On August 11, 2004, Robert McClellon, Ted Tasiopoulis, and Frank Girardi employees <br /> of the EHD conducted a joint monthly routine inspection with CIWMB staff Keith <br /> Kennedy and noted that the concentrations of methane gas in the monitoring probe GP 9 <br /> ranged from 18.5%to 50%. This was documented under the violation of Explosive <br /> Gases Control, Section 20919.5 of 27CCR(see exhibit aa). <br /> On September 20, 2004, Bryant A. Stirrat& Associates submitted work plan for the <br /> construction of gas system expansion(vacuum curtain) along the western boundary. The <br /> gas system expansion consisted of 39 gas monitoring probes and 13 gas extraction wells. <br /> In November 2004, Bryant A. Stirrat& Associates completed the construction of the gas <br /> system expansion. The gas extraction wells were connected to the existing gas extraction <br /> system. <br /> On September 22, 2004, Michael Kith and Robert McClellon employees of the EHD <br /> conducted a monthly routine inspection and noted that the concentrations of methane gas <br /> in the monitoring probe GP 9 ranged from 18.9%to 48.6%. This was documented under <br /> the violation of Explosive Gases Control, Section 20919.5 of 27CCR.
