f'FORWARD
1 I \'CORPORA- £D
February 23, 2005
P.O. Box 6336
1145 Vi Cnarter Way • Stockton, CA 32506
(209) 466-4482 • (c-0) 204-4242 • FAX (209) 466-1067
RECEn,
Ms. Donna Heran, Director
San Joaquin County Environmental Health Department MAR Q 1 2005
Local Enforcement Agency
304 E. Weber Avenue, Third Floor SAN JOAQU;N COUNTY
Stockton, CA 95202-2708 ENVIRONMENTAL HEALTH DEPT.
Subject: Response to Inspection Conducted January 27, 2005, Forward Landfill. Facility
Number 39 -AA -0015
Dear Ms. Heran:
The following actions and or answers are submitted in response to the facility inspection conducted on
January 27, 2005 and the associated Disposal Site Inspection Report received on February_ 11, 2005.
The replies are numbered as listed on the report.
1. Due to the early arrival of wet winter weather and the high precipitation amounts received
this year, the winterization efforts completed on the exit road last fall have deteriorated.
This allows some amount of mud to be carried off site by the exiting vehicles. Observation
by disposal site staff during extreme inclement weather has indicated that many exiting
vehicles have mud splashed high up onto the truck bodies, which then falls off due to
continuing precipitation or vibration. Efforts have been intensified to place additional dry
gravel on the exit road during periods of precipitation. Also, a broom sweeper has been
rented and is kept on site. During any periods of time when mud is being carried off site
and onto Austin Road, the sweeper is operated to remove the mud and subsequent dust from
the roadway.
2. In accordance with Condition "r" of the Solid Waste Facility Permit (SWFP) for the
Forward Landfill, auto shredder waste is no longer used as Alternative Daily Cover (ADC)
during periods of precipitation or anticipated precipitation. The Landfill Operations
Manager or Foreman conduct daily weather forecast observations through use of the
Internet to determine the type of cover to be utilized that day. Landfill equipment operators
have been instructed that auto shredder waste cannot be used during periods of
precipitation.
The evening prior to the date of the inspection, the active tipping face was relocated to
minimize the push distance from the tippers to the disposal face. Although only one light
tower was in the immediate area of the tippers, two other light towers were near the
working face and were operational. In the future, disposal site supervisory staff will ensure
that the light towers are relocated and redirected to provide adequate lighting when the
tippers are relocated.
+- f —vy eo o.c"
