Facility <br />Number 39 -AA -0015 <br />Dear Ms. Heran: <br />The following actions and or answers are submitted in response to the facility inspection conducted on <br />January 27, 2005 and the associated Disposal Site Inspection Report received on February_ 11, 2005. <br />The replies are numbered as listed on the report. <br />1. Due to the early arrival of wet winter weather and the high precipitation amounts received <br />this year, the winterization efforts completed on the exit road last fall have deteriorated. <br />This allows some amount of mud to be carried off site by the exiting vehicles. Observation <br />by disposal site staff during extreme inclement weather has indicated that many exiting <br />vehicles have mud splashed high up onto the truck bodies, which then falls off due to <br />continuing precipitation or vibration. Efforts have been intensified to place additional dry <br />gravel on the exit road during periods of precipitation. Also, a broom sweeper has been <br />rented and is kept on site. During any periods of time when mud is being carried off site <br />and onto Austin Road, the sweeper is operated to remove the mud and subsequent dust from <br />the roadway. <br />2. In accordance with Condition "r" of the Solid Waste Facility Permit (SWFP) for the <br />Forward Landfill, auto shredder waste is no longer used as Alternative Daily Cover (ADC) <br />during periods of precipitation or anticipated precipitation. The Landfill Operations <br />Manager or Foreman conduct daily weather forecast observations through use of the <br />Internet to determine the type of cover to be utilized that day. Landfill equipment operators <br />have been instructed that auto shredder waste cannot be used during periods of <br />precipitation. <br />The evening prior to the date of the inspection, the active tipping face was relocated to <br />minimize the push distance from the tippers to the disposal face. Although only one light <br />tower was in the immediate area of the tippers, two other light towers were near the <br />working face and were operational. In the future, disposal site supervisory staff will ensure <br />that the light towers are relocated and redirected to provide adequate lighting when the <br />tippers are relocated. <br />+- f —vy eo o.c" <br />
