Box 4025, Sacramento, CA 95812-4025 <br />www.ciwmb.ca.gov <br />Ms. Donna Heran, Director <br />San Joaquin County <br />Environmental Health Department <br />304 East Weber Avenue, Floor 3 <br />Stockton, CA 95202-2708 <br />Arnold Schwarzenegger <br />Governor <br />Subject: State Focused Inspection Report for Forward Landfill (SWIS 39 -AA -0015) <br />Dear Ms. Heran: <br />Pursuant to Division 30, Public Resources Code (PRC) section 43219, staff of the California <br />Integrated Waste Management Board (CIWMB) conducted a focused inspection of Forward <br />Landfill on April 20, 2005 in conjunction with Robert McClellan and Michael Kith of your staff. <br />The focused inspection was conducted per concerns raised from CIWMB staff's August 11, 2004 <br />18 -month inspection. <br />A copy of CIWMB staff's inspection report is enclosed for your records. A copy of this <br />correspondence and the inspection report has also been forwarded to James Moore, Landfill <br />Operations Manager, of Forward Landfill. <br />The facility was evaluated for compliance with applicable sections of Division 30 PRC, and with <br />Title 27, California Code of Regulations (CCR), Division 2, Subdivision 1, Consolidated <br />Regulations for Treatment, Storage, Processing, or Disposal of Solid Waste. <br />During the inspection CIWMB staff noted the following: <br />1.
