While we are hopeful that a mutually agreeable solution can be reached with your agency <br />as well as CIWMB staff, we have been diligently pursuing offsite processing alternatives <br />that would alleviate your concerns altogether. To date we have not been able to firmly <br />establish a viable outlet for the material although we do have a couple of reasonably <br />promising options. <br />Despite our differences of opinion on the matter, it is our intent to reach a mutually <br />agreeable consensus on this matter. As such. we would appreciate your cooperation as <br />we explore alternatives jointly with you and the CIWMB staff and we request that your <br />inspections respect the fact that a reasonable difference of opinion exists on the various <br />regulatory interpretations related to this issue. <br />Area of Concern - Closure of the North Side of Former Austin Road Landfill <br />As you are aware we are in the process of preparing to close the north side of the former <br />Austin Road Landfill. This work should begin shortly and the project schedule calls for <br />the work to be completed prior to the beginning of the wet weather season (end of <br />October). Our project engineering staff is working diligently towards this goal and at this <br />point in time believes we are on track. We submitted the Stage 1 A Partial Final <br />Closure/Postclosure Maintenance Plan (PFCPCP) to the LEA, CIWMB and the RWQCB <br />on June 16, 2005. So far, we have received several verbal responses regarding the Plan. <br />The CIWMB had only minor comments and the RWQCB will have no comments. <br />Therefore, we are prepared to proceed once we have received comments from the LEA. <br />Completion of this work should alleviate your concern relative to the leachate seep that <br />occurred in this area during this past winter. <br />We are currently working to address the remaining areas of concern that were highlighted <br />in the June inspection report and look forward to moving ahead in a cooperative manner. <br />Our staff is very willing to meet and discuss the contents of this transmittal with you in <br />the event it would be helpful.
