Page 4-12 Section 4.7.1 Site Life Calculations, the site life calculations do not include <br />beneficial reuse. If the site life calculations do include beneficial reuse please indicate <br />where they are accounted for. <br />9. Table 8 Diminishing Capacity, does not account for beneficial reuse. If beneficial <br />reuse is included on Table 8, indicate where it is accounted for, or revise to include. <br />10. Page 4-12 Section 4.7.1 Site Life Calculations, show that the site is now estimated to <br />close in 2017. The original JTD, SWFP and CEQA document estimate that the site life <br />would extend to 2020. That is a discrepancy of 3 years. Provide an explanation <br />detailing to issues that have caused the site life estimate to be shortened. <br />11. Page 6-1, Section 6.1 Hours, indicates that Sierra Organics operates the compost site. <br />Revise to reflect actual conditions at the site. <br />12. Page 6-7, Section 6.4.4 Daily Cover does not explain that daily cover is 6 inches of <br />compacted soil. Revised to include. <br />13. Page 6-8, Section 6.4.6 Alternative Daily Cover (ADC): This section states, "a <br />demonstration program was performed and approved for the use of synthetic fabrics <br />usage. " The use of synthetic fabrics for ADC does not require a demonstration <br />program. Remove reference to demonstration program. <br />14. Page 6-8, Section 6.4.6 Alternative Daily Cover: This section indicates that you plan to <br />process green waste every 21 days. Title 14 California Code of Regulation (CCR), <br />Section, 17852 (10) (a) (2) states, " Each load of green material is removed from the site <br />within 48 hours of receipt. The EA may allow a site to keep green material on-site for up to 7 <br />days if the EA determines that the additional time does not increase the potential for violations <br />of this Chapter. " Revise process time in accordance with Title 14 CCR Section 17852 <br />(9) (a) (2). <br />15. Page 6-11, Section 6.4.6 Alternative Daily Cover for Ash and Cement Kiln Dust: This <br />section states, "average compacted lift thickness of less than 18 inches using a dozer." <br />Title, 27 CCR, Section 20690 (b) (5) (c) "Ash and Cement Kiln Dust, either alone or <br />blended with earthen material or stabilization agents, shall be restricted to a minimum <br />compacted thickness of 6 inches and average compacted thickness of less than 12 inches. " <br />Revise in accordance with Title, 27 CCR, Section, 20960 (b) (5) (c). <br />16. Page 6-11, Section 6.4.6 Alternative Daily Cover for Processed and Treated Auto <br />Shredder Residue (TASR): This section gives a description regarding the wet weather <br />use of TASK. The SWFP Condition (r) states, "pre-processed treated auto shredder waste <br />must be deployed in a manner that does not allow the mixing of the cover and the waste. The <br />pre-processed treated auto shredder waste cannot be used during rainy weather or anticipated <br />rainy weather. " Revise in accordance with SWFP Condition (r). <br />17. Page 6-11, Section 6.4.6 Alternative Daily Cover Construction and Demolition Wastes: <br />This section states, "ADC are processed by crushing, grinding, or screening to a <br />maximum particle size of 18 -inches."
