The memo proposes to make <br /> changes to the design of the Interface liner between the existing unlined Austin Road Class III <br /> solid waste unit and the under construction, composite lined FU-06 Class II/III solid waste unit. <br /> The previous design (termed a piggyback liner) placed Class III waste on the top deck of the <br /> Austin Road unit and extended a composite interface liner from the toe of the Class III unit to <br /> the final fill height. The revised design would stop the interface liner at the height of the <br /> existing Austin Road unit top deck. Air space over the Austin Road unit footprint and above <br /> the elevation of the top deck will be filled with Class III waste. <br /> Staff believes that the proposed revised design provides equivalent water quality protection as <br /> the piggyback design and therefore, concurs with the proposed revision. Plans showing the <br /> revised design details (anchor system, tie between top deck and side slope LCRS, etc.) should <br /> be submitted for staff review. <br /> We recall that the piggyback design was a compromise to installing a HDPE membrane over <br /> the Austin Road top deck. If we are doing away with the piggyback design, installing a <br /> composite liner over Austin Road unit for the Fu-07 unit should be re-considered. <br /> If you have any questions, please call me at (916) 464-4614. <br /> ROSS D.
