Comment 22: The JTD, Page 6-12, Section 6.4.6, states "that volatile organic compound <br /> (VOC) contaminated soil available for daily cover use is stockpiled <br /> separately." Please explain how this is accomplished. <br /> Response: Section 6.4.6 under "Contaminated Soil" has been revised to identify <br /> stockpiling procedures for this type of alternative daily cover (ADC). <br /> Comment 23: The JTD, Page 6-13, Section 6.4.6.1, please explain in detail the types <br /> beneficial reuse materials, and how they meet 20686 (a) and (b). <br /> Response: Section 6.4.6.1 has been revised. <br /> Comment 24: The JTD, Page 6-13, Section 6.4.7, states, "beneficial reuse records shall be <br /> maintained in accordance with the requirements of 27 CCR, Section 20686." <br /> Provide an estimate that range, in tons, of these materials that are anticipated <br /> to be used, based on waste types, applicable cover to waste volume ratios, <br /> applicable density conversion factors, and engineering specifications in <br /> accordance with 27 CCR Section 21600 (6) (b). <br /> Response: Allied maintains detailed records of total waste/materials received, including <br /> each type and volume of individual waste/beneficial reuse materials and the <br /> associated traffic volumes daily. The average and maximum needs of <br /> beneficial reuse materials are provided in Section 4.3.1. Appendix C-1 <br /> provides waste volumes, ratios, and applicable densities. <br /> Comment 25: The JTD, Page 6-14, Section 6.4.8.1, states that, "depending on the test <br /> results, the soils are either disposed in an appropriate WMU or removed <br /> from the site by the generator." How often has this occurred? Are records <br /> kept? Where are the records located? <br /> Response: Section 6.4.8.1 has been revised to discuss occurrence and maintenance of <br /> records. <br /> Comment 26: The JTD, Page 6-21, Section 6.4.8.3, indicates that the Operations Manager <br /> position is vacant. There should be an Acting Interim Operations Manager <br /> filling the position. <br /> Response: Section 6.4.8.3 has been revised to show names of persons holding various <br /> positions at the landfill. <br /> Comment 27: The JTD, Page 6-28, Section 6.5.1, describes the compost operations onsite. <br /> The compost operations have not been active for years.
