Response: Section 6.5.1 has been revised to indicate that compost operations are no <br /> longer conducted and the process that will be employed if operations are <br /> resumed at the site. <br /> Comment 28: The JTD, Page 6-30, Section 6.6.3, states that the communications are <br /> provided by SBC. The EHD would recommend that you use a more general <br /> reference. This would allow you to change providers and not revise the JTD. <br /> Response: Section 6.6.3 has been revised to indicate a more general reference <br /> regarding telecommunications used at the site. <br /> Comment 29: The JTD, Appendix C-1, Page 1 of 5, uses an industry standard of 4:1 refuse <br /> to daily and intermediate soil cover ratio. The EHD has asked that the ratios <br /> for the beneficial reuse material and ADC follow current site information, or <br /> provide an explanation of how the ratio was arrived at. Please revise to <br /> provide. <br /> Response: Refuse-to-cover ratios were based on actual site conditions determined <br /> through field testing and evaluation. See Appendix C-1. <br /> Comment 30: The JTD, Appendix C-1, Page 2 of 5, combines operation layer, daily cover <br /> and intermediate cover to determine a daily peak for soil cover brought into <br /> the facility. Please provide records that support the calculations. Please <br /> indicate which soil jobs were used as operations layer. <br /> Response: Based on current records (2005), Section 4.3.1 was revised to provide actual <br /> site needs for both the average and maximum beneficial reuse materials. <br /> Comment 31: The JTD, Appendix C-1, Page 3 of 5, indicates that 550 tons per day is <br /> needed to build a tipping pad. Is this a winter pad? Does Forward Landfill <br /> build a tipping pad every other day? Does this include daily cover from the <br /> day prior? <br /> Response: The calculations presented in Appendix C-1 present the amount of material <br /> to construct a tipping pad area. Daily average and maximum needs for this <br /> material is included in Section 4.3.1 and based on current records (2005). <br /> Comment 32: The JTD, Appendix C-1, Page 4 of 5, indicates how the volume of C&D ADC <br /> is derived, but it does not provide a tonnage estimate (see comments 10 <br /> and 14). Provide a tonnage estimate for C&D ADC. <br /> Response: See response to Comment No. 29. <br /> Comment 33: The JTD, Appendix C-1, Page 4 of 5, indicates that treated auto shredder <br /> waste when deployed has a specific density greater than concrete or soil. <br /> This does not seem realistic.
