4.0 WASTE MANAGEMENT UNITS <br /> 4.1 EXISTING AND PLANNED FACILITIES <br /> The Forward Landfill facility consists of waste management units (WMUs), a <br /> transfer station/materials recovery facility, soil borrow areas, composting areas, <br /> and storage and support areas, as well as a hazardous materials storage locker. <br /> Future permitted facilities will include additional WMUs, a wildlife preserve and <br /> floodplain and relocation of existing scales/scale house. Potential facilities that <br /> may also be constructed include entrance and administration facilities-alld-a <br /> 4.1.1 PERMITTED WASTE MANAGEMENT UNITS <br /> Existing Units <br /> The existing Forward Landfill consists of several WMUs, as shown on Figure 9. <br /> The labeling of the WMUs has occurred in conjunction with site development, <br /> but is somewhat complicated by several overlapping units. <br /> The first WMU established at the Forward Landfill was an approximately 8-acre <br /> area labeled WMU A. WMU A is located on the eastern side of the site, near the <br /> main entrance facility. The unit consists of four trenches constructed in a north <br /> to south orientation, with a compacted clay liner and dendritic LCRS in each <br /> trench. Hazardous and designated wastes, consisting primarily of plant process <br /> waste, were disposed of in WMU A from 1979 through 1984. The unit was <br /> closed in 1989 and has received postclosure permits from both the RWQCB and <br /> DISC. <br /> WMUs B and B-North are Class III landfills encompassing a combined area of <br /> approximately 15 acres. The waste in WMU B consists primarily of <br /> nonhazardous solid wastes while WMU B-North contains inert wastes. WMUs B <br /> and B-North began operations in the late 1970s.
