There should be an Acting Interim <br /> Operations Manager filling the position. <br /> Response: Section 6.4.8.3 has been revised to show names of persons holding <br /> various positions at the landfill. <br /> Comment 27: The JTD, Page 6-28, Section 6.5.1, describes the compost <br /> operations onsite. The compost operations have not been active for <br /> years. Please revise to describe the current status of the compost <br /> operations, and describe the process that will be employed when <br /> operations are resumed at the site. <br /> Response: Section 6.5.1 has been revised to indicate that compost operations <br /> are no longer conducted and the process that will be employed if <br /> operations are resumed at the site. <br /> Comment 28: The JTD, Page 6-30, Section 6.6.3, states that the communications <br /> are provided by SBC. The EHD would recommend that you use a <br /> more general reference. This would allow you to change providers <br /> and not revise the JTD. <br /> Response: Section 6.6.3 has been revised to indicate a more general reference <br /> regarding telecommunications used at the site. <br /> Comment 29: The JTD, Appendix C-1, Page 1 of 5, uses an industry standard of <br /> 4:1 refuse to daily and intermediate soil cover ratio. The EHD has <br /> asked that the ratios for the beneficial reuse material and ADC <br /> follow current site information, or provide an explanation of how the <br /> ratio was arrived at. Please revise to provide. <br /> Response: Refuse-to-cover ratios were based on actual site conditions <br /> determined through field testing and evaluation. See Appendix C-1. <br /> Comment 30: The JTD, Appendix C-1, Page 2 of 5, combines operation layer, <br /> daily cover and intermediate cover to determine a daily peak for soil <br /> .,cover brought into the facility. Please provide records. that support <br /> the calculations. Please indicate which soil jobs were used as <br /> operations layer. <br /> Response: Based on current records (2005), Section 4.3.1 was revised to <br /> provide actual site needs for both the average and maximum <br /> beneficial reuse materials. <br /> Comment 31: The JTD, Appendix C-1, Page 3 of 5, indicates that 550 tons per <br /> 7 <br /> JAA11ied\Forward\JTD Amendment\March 2006 JTD - LEA RespWTD\Response to LEA comments.doc; 5/16/2006 <br />
