4.3.1 MATERIALS ACCEPTED FOR BENEFICIAL REUSE <br /> The Forward Landfill accepts materials for beneficial uses such as alternative daily <br /> cover (ADC), wet weather deck preparation, internal haul road improvements and <br /> earthen drainage control improvements. Forward <br /> Landfill will document use of C&D ADC in their site records when utilized. The volume of this material <br /> is,therefore, a subset of the average and maximum needs listed above. <br /> It should be noted that in no event will any combination of the above-listed <br /> beneficial use materials and refuse exceed the maximum daily limit of 8,668 TPD. <br /> To establish the limits for the materials shown above, Forward reviewed 2005 weight <br /> and volume records, which provided the maximum daily need for each material. <br /> Additionally, the 2005 total for each material was also divided by the permitted <br /> number of working days per year to establish the average daily need. Forward also <br /> conducted field tests at the landfill to determine refuse-to-cover ratios and in-place <br /> densities for those beneficial re-use materials utilized as ADC. Forward conducted <br /> the test for green waste several years ago and documented the results in a <br /> December 20, 2002 letter to Ms. Donna Heran, Director, San Joaquin County <br /> Environmental Health Division. Forward conducted the test for treated auto <br /> shredder residue in December 2005. In addition, the following procedures were <br /> used to provide control for those field tests conducted: 1) a specific ADC material <br /> is weighed and loaded into a dump truck; 2) a dozer then spreads the ADC <br /> material over the designated field test area (which is measured in square feet); 3) <br /> the ADC material is compacted to the minimum required thickness in accordance <br /> with 27 CCR or as approved by the LEA; and 4) using the recorded weight of the <br /> material, it is determined how much ADC material (in tons) was used to cover the <br /> measured test area (in square feet).
