develop the refuse-to-cover ratio and density information presented in Appendix C-1. <br /> Sections 4.5 and 6.4.6 discusses the thickness of the various types of ADC reflected <br /> in the above maximum limits. <br /> To estimate the average need of contaminated soil shown above, Forward reviewed <br /> current (2005) waste inflow records to calculate a soil quantity. To estimate the <br /> maximum limit for contaminated soils, shown above, Forward used the ratio of <br /> refuse to cover soil shown in Sections 4.5 and 6.4.7, and the invoiced quantities of <br /> operations layer constructed during 2004 and 2005 cell construction. <br /> In addition, contaminated soils diverted from disposal for beneficial reuse are <br /> divided into 2 categories. Contaminated soils may be either Limited Reuse Soils, <br /> or Unlimited Reuse Soils. Limited Reuse Soils are soils that are both(1) <br /> "contaminated soils," based on LEA Clean Soil Levels for Inorganics and(2) Class II <br /> Wastes (or Designated Wastes), based on criteria established by the Regional <br /> Water Quality Control Board (RWQCB). Unlimited Reuse Soils are "contaminated <br /> soils" based only on the LEA Clean Soil Levels for Inorganics, but are not Class II <br /> Wastes, as determined by the RWQCB. Limited Reuse Soils must be used within a <br /> lined Class II landfill cell. Unlimited Reuse Soils may be used anywhere and do not <br /> require containment within a lined landfill cell. <br /> 4.3.2 TRAFFIC LIMITATIONS <br /> Forward will maintain records of incoming loads and vehicle counts and will limit <br /> deliveries of wastes for disposal and other materials for beneficial reuse to a total of <br /> 620 trips/day and to the rnaximurn inflow rates described above. It should be rioted <br /> that delivery of waste and other materials varies on a daily basis. Therefore, on days <br /> when less waste is received the site can accept more loads of the beneficial reuse <br /> materials. If the receipt of beneficial reuse materials exceeds the average or actual <br /> site needs on a given day, then the material will be stockpiled. When stockpiling of <br /> material is required, the material will be placed so as not to interfere with the daily <br /> landfill operations, in accordance with 27 CCR, Section 20660.
