Violation T27CCR21600 JTD has not been amended to include the information listed in T27CCR21600(b)(6)(B),the ADC <br /> usage and waste to cover ratio. <br /> a. Submit application and RDSI amendment to include all information listed in T27CCR216000(b)(6)(B)to LEA for <br /> approval. <br /> b. Also see inspection dated 4/20/05,5/25/05,6/24/05,7/27/05, 8/26/05,9/29/05, 10/28/05, 11/28/05, 12/28/05 and <br /> 1/24/06 for previous violation of this section. <br /> c. The proposed JTD amendment received on August 2nd,2005 was rejected by this LEA in a response letter dated <br /> August 23`d,2005 due to conflicting with existing approvals for the facility. <br /> d. The proposed JTD Amendment received on January 1,2006 was rejected by the LEA in a response letter dated <br /> March 17,2006 due to noncompliance with Title 27 CCR Section 21665. A meeting was held with Forward Inc. <br /> on March 23,2006 regarding this issue. <br /> e. To date,the EHD has not received any additional information regarding the JTD submittal. <br /> 2. AC PRC 44014(b) Observed Treated Auto Shreader Waste(TASW)used as ADC at active face area. Rainy weather is <br /> forcasted for tomorrow. Solid Waste Facility Permit(SWFP)Section 17(r)prohibits TASW to be used during rainy <br /> weather or anticipated rainy weather. <br /> a. Discontinue use of TASW during rainy weather and/or anticipated rainy weather. <br /> 3. AC T27CCR20650 Conditions regarding grading of active face area has improved. However,two large ruts due to <br /> heavy equipment was observed on the fill surface and active face. <br /> a. Regrade the two large ruts at the fill surface to promote lateral runoff of precipitation and to prevent ponding. <br /> b. All covers shall be graded to prevent ponding. <br /> 4. AC T27CCR20650 Ponding observed at north side of deck at closed site. <br /> a. Regrade the surface to promote lateral runoff of precipitaion and to prevent ponding. <br /> 5. AC T27CCR20680 Exposed waste-observed at edge of tarps used as ADC. <br /> a. Be sure that tarps completely cover all waste daily. <br /> b.
