THIRD QUARTER 2006 GROUNDWATER TREATMENT FACILITY MONITORING REPORT <br /> FORWARD LANDFILL WDR ORDER NO.R5-2003-0080 <br /> At the beginning of third quarter 2006,both extraction wells were operational,and the <br /> effluent was discharging to the infiltration pond.The GTF was shut down for several hours <br /> on June 30,2006,to install new supports for the sump pump discharge pipe, and to install <br /> an additional sump pump discharge outlet equipped with a camlock hose fitting.The hose <br /> fitting allows liquid to be pumped from the sump into a tank or other container.The GTF <br /> was restarted on June 30,2006. <br /> On July 13,2006,the influent flowmeter located at the main control panel was malfunction- <br /> ing,although the GTF operated normally. Further inspection revealed that the influent <br /> paddle wheel flow sensor was missing.The paddle wheel sensor was replaced on July 20, <br /> 2006, and the flowmeter resumed normal operation. Using operating hours and the average <br /> influent flow rate between June 30 and July 20,2006,an estimated 5,582,906 gallons of <br /> groundwater were treated by the GTF during this period but not recorded by the influent <br /> totalizer.This additional volume of treated water was used to estimate the VOC mass <br /> removed during third quarter 2006.Additional components of the influent flow sensor were <br /> replaced on September 1,2006,as part of ongoing GTF maintenance. <br /> As discussed in Section 3.0,the GTF was shut off on August 9,2006,because PCE was <br /> detected at a low concentration in the effluent sample collected on July 13,2006. The GTF <br /> was restarted on August 10,2006,and a confirmation effluent sample was collected on <br /> August 11,2006.The GTF was then shut down.VOCs were not detected in the August 2006 <br /> effluent sample,and the GTF was restarted for continuous operation on August 15,2006. <br /> The blower damper was adjusted slightly on August 21,2006,to maximize air flow into the <br /> air stripper while maintaining the motor current within operating limits. <br /> Extraction well (EW)-1 was off on September 11,2006,and the cause of the shutdown is <br /> unknown. EW-1 was restarted and operated normally for the rest of the quarter.The GTF <br /> was shut down for approximately 1 hour on September 11,2006, to install a new rain hat at <br /> the top of the air stripper.The rain hat was successfully installed,and the GTF was restarted <br /> for continuous operation. <br /> 3.0 Influent and Effluent Monitoring <br /> Under WDR Order No. R5-2003-0080,effluent samples are analyzed as follows: <br /> • Monthly for pH,specific conductivity, and VOCs <br /> • Quarterly for total dissolved solids <br /> • Annually for dissolved inorganics <br /> All parameters other than dissolved inorganics were analyzed during third quarter 2006. <br /> Figure 1 (at the end of this report) shows the effluent monitoring location.Table 2 presents <br /> the results of the effluent monitoring performed during third quarter 2006.
