® The measures required to safeguard life and respond to a release of hazardous <br /> waste. These measures should include at a minimum personnel protective <br /> equipment, containment and clean-up practices for identified wastes, <br /> housekeeping procedures, emergency procedures, and notification procedures. <br /> • Any employee directly handling hazardous waste will be given hazardous <br /> material training. <br /> The landfill shall maintain trained, full-time personnel engaged in the inspection of <br /> incoming refuse loads for hazardous waste and universal waste. These employees also <br /> attend the Cal OSHA Hazardous Waste and Emergency Response Course taught by the <br /> UC Berkeley Labor and Occupational Health Program through the School of Public <br /> Health. The course emphasizes familiarity with the types of containers and labels <br /> typically used for hazardous wastes and other hazardous materials. The course is <br /> repeated annually. All new employees are enrolled in the course at the earliest <br /> available class after their hire. In addition, landfill personnel are trained in <br /> cardiopulmonary resuscitation, first-aid, and respirator use. <br /> These personnel shall be stationed at the active disposal area whenever the landfill is <br /> open to accept waste and shall inspect loads as they are tipped. Personnel training <br /> records shall be maintained on site. <br /> 3.3 LOAD CHECKING PROGRAM <br /> The basic components of the landfill's load checking program includes load-check <br /> documentation/forms, load inspection, training of on-site personnel as discussed in <br /> Section 3.2 and signage, as presented in Section 2.2 and Appendix A. <br /> The completed waste characterization documentation provides information regarding <br /> the waste generator and transporter, physical characteristics and chemical composition <br /> of the waste, generation, transportation, and type of waste stream to be disposed. The <br /> documentation must be completed by all waste generators and approved by Forward <br /> prior to waste disposal. The scale house attendant or load checker inspects the load <br /> and reviews the appropriate documentation and logs all of the appropriate information <br /> in the daily record.
