consistent with the manifest. The load checker notifies the Operations Manager if any
discrepancies are observed. The load checker also collects the load check
forms/documentation for filing and reconciliation with scale house records for the day.
Every load is inspected at the active face of the disposal area by site personnel (i.e.,
load checkers and/or equipment operators) for hazardous, universal waste or
unacceptable waste. Conducting load checks should deter attempts by haulers to
conceal prohibited wastes in their loads. These load checks are conducted on any
waste carrying vehicle (commercial or residential) entering the site.
If hazardous or unacceptable waste is detected in the load, the operator tells the
customer to either remove the waste from the landfill or have the waste removed by a
hazardous waste hauler. The appropriate form will be completed to document the
operator's rejection of the load.
Containerized hazardous wastes that are found after the hauler has left the site are
moved to the hazardous waste storage locker for less than 90 days storage prior to
proper offsite disposal. The containers of hazardous waste are labeled with the
customer's name (if known), marked with the waste and generator information (if
known), and the date and time of delivery. Wastes are removed from the hazardous
waste storage locker before any waste has been stored for 90 days or once the locker
reaches 90 percent of its capacity, which ever happens first.
If the customer that hauled the hazardous or unacceptable waste is known, the landfill
notifies them that the waste must be removed by them and disposed of at a licensed
site. If the customer refuses to handle waste removal, the landfill contracts with a
hazardous waste hauler to remove and dispose of the waste properly and Forward
pays these expenses.
If hazardous materials are discovered that are not containerized such that reloading of
the waste onto the vehicle is not possible, the area is marked off to limit access and all
employees are evacuated from the spill area. The San Joaquin County Office of
Emergency Services and other appropriate agencies (i.e., DTSC, RWQCB, LEA, and the
Governor's Office of Emergency Services Warning Center) are notified of the incident.
3-3
J:\Allied\Forward\2005.0051 Forward Load Check\2006 Load Check Program\Sec3.Doc:12/21/2006
BRYAN A.STIRRAT&ASSOCIATES
